2. PUBLIC PRESENTATIONS

James Wightman, Interested Citizen, asked about low-floor vehicles and requested a schedule of platform retrofit. 

  
3. Minutes of September 11, 2002

M/S/C (Means/Thielges) on a vote of 9 ayes to 0 nays to 2 abstentions to approve the Minutes of September 11, 2002. Chairperson Simons and Member Walton abstained.

  
4. Minutes of January 8, 2003

M/S/F (Thielges/Walton) on a vote of 8 ayes to 0 nays to 3 abstentions to approve the Minutes of January 8, 2003. Chairperson Simons, Member Stallman and Member de la Beaujardiere abstained.

  
5. Committee Staff Report

Chester Fung, Transportation Planner III, reported that an application will be submitted for Transportation Fund for Clean Air (TFCA) funding for the Tier 1 Bicycle Parking Program.

Discussion ensued relative to VTA Bicycle Map distribution.

On order of Chairperson Simons, there being no objection, the Committee Staff Report was received and filed.

  
6. Chairpersons Report

Chairperson Simons noted that a member representing bicyclists on the Mountain View Moffett Park Development Committee expressed concern regarding the upcoming 85/101 intersection changes.

7. Revisions to the Bicycle and Pedestrian Committee Bylaws

Stephen Flynn, Senior Management Analyst, provided an overview of updates to the Bicycle and Pedestrian Committee Bylaws.

M/S/C (Walton/Jensen) to approve the revisions to the Bicycle and Pedestrian Advisory Committee (BPAC) Bylaws to include under Section 2.1 Duties; e. Serve as the countywide bicycle advisory committee for the County of Santa Clara.

  
8. VTP 2020 Local Streets and County Roads Criteria

Marcella Rensi, Senior Transportation Planner, reported that a two-step process is proposed for project selection and funding of local streets and roads projects.  The first step will develop a ten-year list of projects which will enable project sponsors to begin preliminary studies, environmental clearance and other work necessary to get projects ready for funding.  The second step allocates funding to the projects as programming cycles of fund sources become available.

Discussion ensued relative to scoring criteria and funding.

M/S/C (Eltgroth/Walton) to recommend the Board of Directors adopt Project Selection and Programming Procedures for the Valley Transportation Plan 2020 (VTP 2020), Local Streets and County Roads Program.

  
9. Proactive Congestion Management Program (CMP) Reviewed and Approved Projects Monthly Status Report

On order of Chairperson Simons, there being no objection, the CMP Reviewed and Approved Projects Monthly Status Report was received and filed.

  
10. Announcements

Vice Chairperson Sullivan announced that the Santa Clara BAC will meet in two weeks.

Member de La Beaujardiere requested volunteers to distribute posters to promote Bike to Work Day.

Member Jensen announced a traffic-calming seminar scheduled for February 13, 2003.

  
11. Adjournment

On order of Chairperson Simons, there being no objection, the meeting was adjourned at 7:15 p.m.
