Bicycle and Pedestrian Advisory Committee Appointments for the Bicycle Plan Update Working Group |
RECOMMENDATION:
Appoint four members plus one alternate from the VTA Bicycle and Pedestrian Advisory Committee to serve on a Bicycle Plan Update Working Group.
BACKGROUND:
The VTA Board of Directors adopted the Countywide Bicycle Plan in October 2000, following shortly thereafter with the adoption of a Bicycle Expenditure Plan (BEP). The BEP has since been amended three times, with the most recent amendment occurring in June 2005.
VTA is in the process of updating the Bicycle Plan to:
- Update information;
- Consolidate the current bicycle policies, procedures and BEP projects in a single document;
- Review and revise (if necessary) existing components of the plan; and
- Develop new programs in response to new opportunities and countywide priorities.
An updated Bicycle Plan will meet the requirements of several state and regional funding agencies, and will aid Member Agencies that use the Bicycle Plan as the adopted plan to apply for funding from the state’s Bicycle Transportation Account (BTA), and for local Transportation Development Act (TDA) and Transportation For Clean Air (TFCA) funds.
DISCUSSION:
At its February 2006 meeting, the VTA Bicycle and Pedestrian Advisory Committee (BPAC) agreed with the staff recommendation to form a working group to assist with the update of the Bicycle Plan. The BPAC recommended the working group consist of four BPAC members, a representative from the VTA Technical Advisory Committee (TAC), a representative from the Silicon Valley Bicycle Coalition, and that one of these representatives be from the City of San Jose. The BPAC and the Silicon Valley Bicycle Coalition will appoint their own representatives to the working group.
It is anticipated that the working group for the Bicycle Plan Update will meet five to eight times during this year to advise staff on local issues, make suggestions for additions to the bicycle plan and review preliminary work products. The working group would convene for the Bicycle Plan update only and be disbanded after the work is completed.
