SUBJECT: 2006 Update of the Bicycle Technical Guidelines


FOR DISCUSSION

BACKGROUND:

The VTA Board of Directors adopted the Bicycle Technical Guidelines in September 1999.  Since then, new issues have come up that need to be addressed in the guidelines. In addition, the VTA Board of Directors adopted the Community Design & Transportation Guidelines in Fall 2002 and the Pedestrian Technical Guidelines in Fall 2003.  Updating the Bicycle Technical Guidelines would enable the Community Design & Transportation Guidelines and the Pedestrian Technical Guidelines to be cross-referenced in the Bicycle Technical Guidelines. Lastly, the 2006 update also will include formatting, organizational, and editorial revisions to make the document easier to use.

DISCUSSION:

The Bicycle & Pedestrian Advisory Committee (BPAC) is asked to review the proposed outline in Attachment A, and be prepared to provide feedback during the meeting. The draft schedule for completing the update is presented below.

At a later date, a Bicycle Technical Guidelines Task Force will be formed with representatives from the BPAC and the VTA Technical Advisory Committee (TAC). It is anticipated that the Task Force will meet two to four times during the year to advise staff, make suggestions for additions to the guidelines, and review preliminary work products. Task Force representatives will periodically report back to their respective committee.
