SUBJECT: Local Program Reserve Funds for the City of Monte Serenos Local Streets and Roads Rehabilitation Program


RECOMENDATION:

Review and recommend that the VTA Board of Directors program $41,000 in Local Program Reserve funds for the City of Monte Sereno’s Local Streets and Roads Rehabilitation Program; and authorize the General Manager to enter into a funding agreement with the City of Monte Sereno.

BACKGROUND:

The VTA Board established the Local Program Reserve (LPR) to facilitate activities for Valley Transportation Program 2020 and 2030 roadway projects and other special projects as approved.

At its meetings of February 4, 1999; January 6, 2000; March 2, 2000; August 3, 2000; October 5, 2000; December 14, 2000; and February 7, 2002, the VTA Board programmed state and federal grant funds to 1996 Measure B transit and highway projects in exchange for the release of local funds from those projects to a LPR fund and to the pavement management program. The VTA Board programs the LPR at its discretion.

At its December 1, 2005 meeting, the VTA Board programmed $40,826 in federal Surface Transportation Program (STP) funds for roadway rehabilitation projects in the City of Monte Sereno.

DISCUSSION:

Based on the functional classification of the streets in Monte Sereno, virtually none of the roadways are eligible for federal aid. Monte Sereno also lacks the staff resources to process federal transportation grants.

Since Monte Sereno is unable to use the federal STP funds that the VTA Board provided for local street repair, VTA staff is recommending that the VTA Board replace Monte Sereno’s federal STP programming with $41,000 in LPR funds. These LPR funds are subject to the same requirements as the original federal STP programming, with the exception that they can be used on non-federal aid eligible roadways.

The federal STP funds previously allocated to Monte Sereno will be advanced to the City of Los Altos Hills to assist in the repaving of Fremont Road. An equal amount of STP funding will be redistributed among all of the cities and the County in the next federal STP funding cycle for local streets and roads repair.

ALTERNATIVES:

There are no other practical alternatives for this action.

FISCAL IMPACT:

There is no fiscal impact to the VTA Enterprise account. The City of Monte Sereno will receive $41,000 in LPR funds for roadway rehabilitation.
