1. CALL TO ORDER

The Regular Meeting of the Citizens Advisory Committee (CAC) was called to order at 4:40 p.m. by Vice Chairperson Fletcher in Conference Room B-104, Valley Transportation Authority (VTA), 3331 North First Street, San Jose, California.

A quorum was not present and a Committee of the Whole was declared.

Minutes of February 12, 2003

The Committee of the Whole deferred the approval of

the Minutes of February 12, 2003, pending the arrival of a quorum.

2002 Monitoring and Conformance Report and Conformance Findings

Carolyn Gonot, Deputy Director of the Congestion Management Program, presented an overview of the purpose of the 2002 Monitoring and Conformance Report and Conformance Findings.

Murali Ramanujam, Assistant Transportation Engineer, presented the 2002 Monitoring and Conformance Report and Conformance Findings. Mr. Ramanujam stated that in the report staff evaluates the principle arterials, the expressways, the freeways, the rural highways, and the land-use monitoring data obtained from local agencies that approved projects submitted last year. Mr. Ramanujam stated that VTA uses a level of service as their performance measure when monitoring, and that level of service is based on the rate of delay and driving conditions. Mr. Ramanujam stated that the level of service is classified into a category with a corresponding letter grade. The best rating is measured with an A rating and the worst rating is measured with an F rating. Mr. Ramanujam stated that the adopted level of service for the Congestion Management Program (CMP) is level E.

Mr. Ramanujam stated that if any roadways or intersections were performing at level F prior to the year 1991 they are exempted from conformance.

Vice Chairperson Fletcher requested staff present a graph to show the inbalance between housing and jobs created. Member Elias requested a rolling graph to show the last five years of data for comparing jobs to housing.

Vice Chairperson Fletcher stated that in reference to the list of acknowledgements there should be a gas tax considered to make drivers pay for all of the hidden costs associated with projects.

M/S/C (Rogers/Tripousis) to approve the 2002 Monitoring and Conformance Report and Conformance Findings.

Member Elias requested that the motion be amended to include a chart showing trends between housing and jobs created in the form of a rolling graph to show the last five years of data comparing jobs to housing.

2000 Measure A Oversight Committee Orientation

Stephen Flynn, Senior Management Analyst, provided an overview of the duties and responsibilities of the Citizens Advisory Committee in their role as the 2000 Measure A Oversight Committee Orientation.

Vice Chairperson Fletcher inquired if the 2000 Measure Oversight Committee would be able to prioritize projects. Ms. Gonot replied and stated that the prioritization of projects would be done at the Citizens Advisory Committee level and the 2000 Measure A Oversight Committee would be in charge of reviewing all financial transactions.

Member Tripousis asked if the 2000 Measure A Oversight Committee would meet at the same time as the Citizens Advisory Committee or if there would be one meeting for the CAC, an adjournment, and then a separate meeting for the 2000 Measure A Oversight Committee. Ms. Gonot stated that she would check with the Board Secretarys Office.

Ms. Gonot provided the history of 2000 Measure A and its relation to the Santa Clara County VTP 2020 Plan.

Ms. Gonot informed CAC that the VTP 2020 Plan is updated every three years and will be updated at the end of 2003.

On order of Vice Chairperson Fletcher, there being no objection, the 2000 Measure A Oversight Committee Orientation was received.

FY 2003 Second Quarter Performance Report

Joonie Tolosa, Senior Management Analyst, presented the FY 2003 Second Quarter Performance Report. He highlighted that ridership is down to Fiscal Year 1995 levels. Mr. Tolosa noted that sales tax is down by $12 million dollars from 2002. Mr. Tolosa stated that the cost containment measures implemented are starting to show positive impact.

On order of Vice Chairperson Fletcher, there being no objection, the FY 2003 Second Quarter Performance Report, was received and filed.

CAC Workplan

Mr. Flynn reviewed the Citizens Advisory Committee (CAC) Workplan.
