A quorum was not present and a Committee of the Whole was declared.

PUBLIC PRESENTATIONS

There were no public presentations.

The Committee of the Whole deferred the approval of the Minutes of March 12, 2003.

Committee Staff Report:  There was no Committee Staff Report.

Announced VTA Board of Directors workshop April 25, 2003.

Chairperson's Report:  There was no Chairperson's report.

Provided the members of CAC a copy of the Draft Final Recommendations Report from the Ad-Hoc Financial Stability Committee.

                                     The Agenda was taken out of order.

The Committee of the Whole received a report on the Proposed Transit and Americans with Disabilities Act (ADA) Paratransit Fare Modifications for Implementation August 1, 2003.

The Committee of the Whole received a report on approving the programming of $2.7 million in Transportation Fund for Clean Air Program Manager (TFCA 40%) funds to the Competitive Projects and to the Tier 1 Bicycle Projects in the 

FY 2003/2004 cycle.

The Committee of the Whole deferred the 2000 Measure A Oversight Committee Orientation.

The Committee of the Whole received theProgrammed Projects Quarterly Monitoring Report for January March 2003.

The Committee of the Whole received theProactive CMP Reviewed and Approved Projects Monthly Status Report.

Staff replaced the pages covering the first part of the report listed as  August 2002 with the proper paper for February 2003.

Review CAC Work Plan

There were no changes to the CAC Work Plan.
