The Committee of the Whole received the Nominating Committee Report.

The Committee of the Whole received a report on Debt Financing Secured By and Payable From 2000 Measure A Sales Tax highlighting the reasons for the debt, the process involved in the issuance of the bond and the current status of the bond issuance.
Member Laura Stuchinsky took her seat at 4:40 p.m.
Member Martin Schulter took his seat at 4:41 p.m.
The Committee of the Whole acknowledged staff for their efforts in difficult situations.
The Committee of the Whole commented that 2000 Measure A should be placed in the ballot again.
Staff clarified that the cause of the financial difficulty is the sharp decline of the 1976 ˝ cent Sales Tax and not BART.
The Committee of the Whole expressed concern on the amount to be borrowed for BART preliminary engineering and use of the remaining 2000 Measure A monies for BART at the expense of transit.
The Agenda was taken out of order.

The Committee of the Whole received a presentation on the January 2004 Transit Service Reduction Plan highlighting on the type of service modifications that will occur.
The Committee of the Whole stated that the service reduction also impacts other services such as the ADA Outreach Services as it makes the network much more unusable for the disabled and elderly people.

The Committee of the Whole received a report the adoption of the Final Pedestrian Technical Guidelines.

The Committee of the Whole complimented staff for efforts to complete the project, as this is unique in the county.

The Committee of the Whole received the Programmed Projects Quarterly Monitoring Report for April-June 2003.
The Committee of the Whole advised that the email address format for the city of Palo Alto has changed from firstname_lastname@city.palo-alto.ca.us to firstname.lastname@cityofpaloalto.org.

Staff Distributed the Community Design and Transportation, A Manual of Best Practices for Integrating Transportation and Land Use. Stated that the manual is being presented in different cities.
