Summary Minutes

1. CALLED TO ORDER at 4:40 p.m.

ROLL CALL: Members Present: Blaylock, Doorley, Elias, Minami, Morando, Schulter, Tripousis, Zimmermann

Members Absent: Fletcher, Hashimoto, Rogers, Sausedo, Stuchinsky, Zimmerman

A quorum was not present and a Committee of the Whole was declared.

  
2.

PUBLIC PRESENTATIONS

James Wightman, interested citizen, addressed the Committee of the Whole regarding the safety of passengers in wheelchairs who are boarding and getting off the low-floor light rail vehicles.

Member Schulter requested an update regarding the American with Disabilities Act (ADA) new Eligibility Certification process at the next meeting.

Member Tripousis took her seat at 4:40 p.m.

The Committee of the Whole deferred approval of the May 7, 2003 Minutes.

The Committee of the Whole deferred the August 13, 2003 Summary Minutes.

The Committee of the Whole inquired about the status of the quorum at the August 13, 2003 meeting.

  
5.

Committee Staff ReportThe Committee of the Whole heard a report relating to the Ad-Hoc Financial Stability meetings.

Staff informed the Committee of the Whole about the upcoming VTA Board Workshop dates and discussions that will take place, particularly the capitol projects funding, prioritization and impacts.  Staff suggested that the committee members participate in the VTA Board Workshops to get first hand information regarding the project discussions.

Chairpersons Report:  The Committee of the Whole heard a report regarding the Ad-Hoc Financial Stability Committee meeting earlier that day and provided  some suggestions that may increase public participation.

  
7.

The Committee of the Whole deferred the election of the Chairperson and Vice Chairperson for FY 2003-04.

  
8. The Committee of the Whole received a report on the recommendation that the Board of Directors adopt policies, project selection and programming criteria for the Valley Transportation Plan 2020 (VTP 2020) Sound Barrier Program.

Staff noted that the Sound Barrier Program is a plan for the future because currently, there are no allocated State Transportation Improvement Program (STIP) funds for the project.

  
9.

The Committee of the Whole received a presentation on the Next Generation of State Highway Projects and Status of Current Corridor and Gateway Studies.

  
10.

 The Committee of the Whole received the Proactive Congestion Management Program (CMP) Reviewed and Approved Projects Monthly Status Report.

  
11.

Review CAC Work Plan

There were no changes to the CAC Work Plan.

Announced the availability of an employment opportunity with Altrans.
