Background:

At its February 2005 meeting, the Committee for Transit Accessibility (CTA) requested copies of the legislative reports presented to the Valley Transportation Authority’s Board of Directors.   In response to this request, staff has attached the legislative written summary and Fiscal Year 2006 legislative matrix that were presented to the Board of Directors at its August 4, 2005 meeting. 

DISCUSSION:

The Monthly Legislative Report written summary and Legislative History Matrix is prepared by VTA’s Governmental Affairs staff to advise the Board about pending legislation that could impact VTA.  The written summary details legislative activity at both the federal and state levels.

The Legislative History Matrix describes key transportation-related bills that are being considered by the State Legislature during the 2005-06 session.   It indicates the status of 108 pieces of legislation and any adopted VTA positions with regard to these bills.  Of the 108 pieces of legislation listed, 74 have been introduced in the State Assembly and 34 have been introduced in the State Senate.  These pieces of legislation have possible impact to VTA’s provision of services including bus, light rail, paratransit, land use development, highway administration, air quality concerns, and community development.  As the California Legislature proceeds with its consideration of these 108 pieces of legislation, VTA’s Governmental Affairs staff will update the matrix.  The updated matrix will be provided to the CTA at its December 2005 meeting with summary information regarding the actions taken by the legislature and the Governor.
