BACKGROUND: 

The Transportation Development Act (TDA) requires that the Metropolitan Transportation Commission (MTC) administer triennial performance audits of transit operators in the region.   The current audits cover Fiscal Years 2001, 2002 and 2003.   Because of the number of agencies subject to the performance audit requirement, they are divided into three groups, with one group audited each year on a three-year cycle.  The audits are conducted under contract by an independent auditing firm in accordance with the TDA, adhering to a scope of work developed by MTC.  This year, Mundle & Associates, Inc. completed TDA Triennial Performance Audits for seven Bay Area transit operators, including the Santa Clara Valley Transportation Authority (VTA).

DISCUSSION: 

In addition to meeting TDA requirements, the audits evaluate an operator’s performance against its own standards.   MTC’s Short Range Transit Plan (SRTP) guidelines require that each operator develop/update goals and objectives, and related performance measures and standards as part of its SRTP.   The SRTP is the primary source for the auditor’s review of each operator’s goals and objectives, and the assessment of the operator’s performance in meeting its adopted standards. 

As part of the audit process, VTA staff provided the auditor with performance data and other information.   Additionally, VTA provided comments on a draft audit report and provided supplemental information.   The final report has been transmitted to the VTA Board chairperson and general manager. 

Mundle & Associates, Inc. will present the results of the TDA Triennial Performance Audit for VTA at the Policy Advisory Committee meeting.  VTA staff will follow up the presentation and provide updated information using FY04 data, and be available for questions.
