SUBJECT: Third Cycle Federal Surface Transportation Program Funds for Local Streets and Roads Rehabilitation Projects for Federal Fiscal Years 2007 through 2009


RECOMMENDATION:

Review and recommend that the VTA Board of Directors approve the programming of federal Surface Transportation Program (STP) funding for local streets and roads rehabilitation projects during federal Fiscal Years (FFY) 2007 through 2009, as shown in Attachment A.

BACKGROUND:

In the 2005 Regional Transportation Plan (T2030), the Metropolitan Transportation Commission includes $990 million in future federal transportation revenues for local road rehabilitation projects over the next 25 years.   It is anticipated that those funds become available for actual programming to projects as annual federal appropriations are approved and MTC releases the funds for programming at the county level. 

As part of the third cycle of Local Streets and Roads Rehabilitation programming from TEA-21 Reauthorization, MTC has released $16.01 million in STP for local streets and roads rehabilitation and reconstruction projects in Santa Clara County.   These funds are for FFY 2007 through 2009. 

On December 1, 2005, the VTA Board of Directors approved the programming criteria and city/county funding targets. Each of the 15 cities and County of Santa Clara were provided a funding target and asked to submit projects meeting the approved program criteria.  

DISCUSSION:

VTA released the Call for Projects for the third cycle of Local Streets and Roads Rehabilitation programming on December 5, 2005.  Project applications were due from all agencies by January 6, 2006 with supporting resolutions from city councils and County Board of Supervisors due by March 10, 2006. VTA staff worked with the Capital Improvement Subcommittee (CIP) of the Technical Advisory Committee to develop the list of projects from project submittals. Attachment A shows the list of proposed projects for this third cycle by agency and fiscal year.

The proposed program has two components: (1) 85% need-based targets and (2) 15% allocated to county expressways.   The 85% need-based targets are calculated based on each city and the County’s percentage of total costs of maintaining and reconstructing local streets and county roads countywide projected by the MTC over the next 25 years. The remaining 15% is available to the county expressway system for this third cycle.   In future funding cycles, the 15% set-aside will be open and competitive for regionally significant roadways, as defined by an update to the County’s CMP Roadway Network, following consultation with the member agencies. 

Staff is proposing an exception for the City of Monte Sereno because the amount of federal funding is relatively small.   The exception would provide for the federal funds to be exchanged with Local Program Reserve funds to allow Monte Sereno to avoid lengthy federal procurement requirements.   The same exception was used for Monte Sereno in the last federal funding cycle, and the funds were transferred to another agency with a high percentage of local match.  In this cycle, the federal funds will be transferred to the City of Los Altos Hills for use on the Fremont Road Pavement Rehabilitation Project.

ALTERNATIVES:

The VTA Board may select other projects or may choose to provide different grant amounts.

FISCAL IMPACT:

Through this action, $16.01 million will be made available to the cities and the County for roadway rehabilitation. There is no impact to the VTA Enterprise fund.
