3. Minutes of January 9, 2003

4. Committee Staff Report

Michael P. Evanhoe, Chief Development Officer, provided a brief report noting: 1) the groundbreaking event of Route 85/101 Project on Wednesday, February 12, 2003, 2) the Ad-Hoc Financial Stability Committee, 3) VTA Board of Directors Workshop Meeting scheduled for Friday, February 28, 2003 and 4) distributed 1996 Measure B TEA-21 Fund Swap Pavement Management Program Status through 1/30/03 Matrix to Committee Members.

Member Rose requested that an item be placed on the March 13, 2003 TAC Agenda regarding the reduction of Congestion Management Agency dues.

6. Update on Valley Transportation Plan (VTP) 2020 Highway Corridor Studies

Casey Emoto, Senior Transportation Engineer, provided a brief update on the VTP 2020 Highway Corridor Studies.  Mr. Emoto noted that the goal is to provide updated information in the late spring of 2003 on potential improvements on 1) US 101 Central Corridor Study, 2) SR 85/I-280 Corridor Study, 3) SR 237 Corridor Study and 4) US 101 North Corridor Study.   

Mr. Evanhoe noted the State Transportation Improvement Program (STIP) and Traffic Congestion Relief Program (TCRP) financial trouble but added that TAC Members need to start planning the next generation of projects.  Mr. Evanhoe requested that the Committee Members come back with a recommendation to move the project study reports regarding the following improvements:  1) US 101 Central Corridor Study, 2) SR 85/I-280 Corridor Study, 3) SR 237 Corridor Study and 4) US 101 North Corridor Study.

On order of Chairperson McNeely, there being no objection, the Update on Valley Transportation Plan (VTP) 2020 Highway Corridor Studies was received and filed.

The Agenda was taken out of order.

  
4. Committee Staff Report (continued)

Mr. Evanhoe distributed the Governors Budget Proposal outlining
Projects at Risk in Santa Clara County dated January 10, 2003 to Committee Members.  Marcella Rensi, Senior Transportation Planner, provided a brief explanation on the Projects at Risk in Santa Clara County if the Governors Budget Proposal is adopted.  Ms. Rensi noted the possibility of significant project delays or project cancellations if TCRP or STIP funds are lost.

  
7. VTP 2020 Local Streets and County Roads Program

John Ristow, Program and Highway Administration Deputy Director, provided a brief overview on the VTP 2020 Local Streets and County Roads Program.
Mr. Ristow noted that the Local Streets and County Roads Program is a new category in the VTP 2020 Program targeted towards local streets and county roads.  Ms. Rensi noted the development of the program procedures to: 1) identify the types of projects and expenditures eligible in the program, 2) define the project selection and programming process and 3) establish the criteria for the selection and programming process.  Ms. Rensi noted that a two step process is proposed for the project selection and funding of local streets and county roads projects:  1) a planning phase and 2) a programming phase.  The first step will develop a ten year list of projects for planning and developing purposes and the second step allocates funding to the projects as programming cycles of fund sources become available.  Ms. Rensi noted that the goal is to get projects shelf ready for development as funding becomes available.

Member Tripousis acknowledged and thanked the Congestion Management Program and Planning staff for their diligent work.

M/S/C (Kott/Tripousis) to recommend that the Board of Directors adopt Project Selection and Programming Procedures for the Valley Transportation Plan 2020 (VTP 2020), Local Streets and County Roads Program.

  
8. Proactive Congestion Management Program (CMP) Reviewed and Approved Projects Monthly Status Report

On order of Chairperson McNeely, there being no objection, the Proactive Congestion Management Program (CMP) Reviewed and Approved Projects Monthly Status Report was received and filed.
