CALLED TO ORDER at 1:35 p.m.

ROLL CALL: Members Present: Goepfert, Jenkins, Kott, McNeely, Murdter, Porter, Rose, Tripousis

Members Absent: Alman, Bischoff, Cheng, Cherbone, Curtis, Goodfellow, Kass, Lightbody, Smelser

A quorum was not present and a Committee of the Whole was declared.

PUBLIC PRESENTATIONS

Committee Staff Report:   Heard a report relating to the Process for Updating VTA Transportation Impact Analysis (TIA) Guidelines.

Staff distributed the Process for Updating VTA Transportation Impact Analysis (TIA) Guidelines sheet.

Staff introduced and welcomed new staff member Adam Burger, Transportation Planner, to the Congestion Management Program and Planning Division and noted that Chester Fung, Transportation Planner II, is no longer working for VTA.

  

BUSINESS REFERRED TO COMMITTEE BY THE BOARD OF DIRECTORS/GENERAL MANAGER

Chairpersons Report:   Heard a report noting that the Milpitas Traffic Engineer position is available due to the former employee tending her retirement notice effective December 12, 2003.

  
9.

The Committee of the Whole reviewed and commented on the proposed Fare Policy addressing both recovery ratio and pricing/structure goals for the Santa Clara Valley Transportation Authority.

  
10.

The Committee of the Whole reviewed and commented on the proposed Service Standards.

Staff distributed the Draft Service Management Plan and power point presentation overview handout.

  
11.

The Committee of the Whole reviewed and commented on policies, project selection and programming criteria for the Valley Transportation Plan 2020 (VTP 2020) Sound Barrier Program.

Noted concern regarding the project sponsor being financially responsible for completing the initial feasibility studies and Noise Barrier Summary Scope Report (NBSSR)/NBSSR Equivalents.

The Committee of the Whole received and filed the FY 2003 Preliminary Annual Performance Report.

The Committee of the Whole received and filed the Programmed Projects Quarterly Monitoring Report for July September 2003.

Announcements

Staff noted that the Board of Directors Workshop scheduled for Friday, October 10, 2003 is cancelled and noted the next Board of Directors Workshop scheduled for Friday, November 7, 2003, at San Jose Hyatt in the Mediterranean Center.
