Implementation Plan for VTP 2030 Highway Projects |
RECOMMENDATION:
Review and comment on the Implementation Plan for Highway Projects included in Valley Transportation Plan 2030 (VTP 2030) as described in this memorandum.
One of the key recommendations from Valley Transportation Plan 2020 (VTP 2020) was the need to study county gateways and key highway corridors on the State Highway System. As a result, part of the work in developing the VTP 2030 Highway Program involved an evaluation of the county gateways and key corridors within the county to identify, define and prioritize improvements that relieve congestion, alleviate bottlenecks and enhance safety. At the Board of Directors’ Workshop on August 15, 2003, staff reviewed preliminary findings of the gateway and corridors studies and presented potential improvements from each study to be included in VTP 2030.
VTA Board of Directors adopted VTP 2030 on February 3, 2005. VTP 2030 dedicated $765 million for 40 separate highway projects located throughout the county. The 40 projects listed in the plan are expected to be funded over a 25-year period. The forty highway projects included in VTP 2030 are based on input from the studies and evaluations by staff using the highway project evaluation criteria adopted at the Board of Directors’ Workshop on August 2, 2002. These criteria take into consideration objectives for congestion relief, safety, environmental equity, geographic equity, implementability and economic health.
DISCUSSION:
In order to begin implementation of this next generation of highway projects, it is necessary to establish a shorter list of projects able to move into the next stage of project development.
Based on the criteria established by the Board of Directors, VTA staff recommendation is to advance the following projects included in VTP 2030 to the next phase of project implementation:
- SR 85 Northbound to Eastbound SR 237 Connector Ramp Improvement
- US 101/Zanker Road/Skyport Drive/Fourth Street Interchange Environmental and Preliminary Engineering
- US 101 Conversion to Four-Lane Freeway: SR 25 to Santa Clara County/San Benito County Line
- SR 237/US 101/Mathilda Avenue Interchange Improvements
- I-680/I-880 Cross-Connector Environmental and Conceptual Engineering
- I-880/I-280/Stevens Creek Boulevard Interchange Improvements
- US 101 Southbound /Trimble Road /De La Cruz Boulevard/Central Expressway Interchange Improvements
- US 101/Tully Road Interchange Modifications
- US 101 Southbound Widening from Story Road to Yerba Buena Road
- US 101/Capitol Expressway Interchange Improvements, including new Northbound On-ramp from Yerba Buena Road
The first six projects listed above are prepared to move into the Project Study Report (PSR) phase. The remaining four projects listed above have already begun the PSR phase due to the efforts of the City of San Jose to initiate these projects using City and developer fund sources. The PSR phase initiates preliminary engineering and refines project alternatives. A completed PSR is required to move the project forward into fund programming in the State Transportation Improvement Program (STIP).
ALTERNATIVES:
The Board of Directors could choose not to move forward with project development on the above named projects at this point of time.
FISCAL IMPACT:
The requested action has no fiscal impact. Subsequent requests will be brought to the Board of Directors for authorization to proceed with contracts on each of the above listed projects.
