Committee Referral Opposition to the Elimination of the Pavement Technical Assistance Program (PTAP) |
RECOMMENDATION:
Recommend that the VTA Technical Advisory Committee (TAC) approve a position in support of continuation of MTC’s Pavement Technical Assistance Program (PTAP) and authorize the TAC Chair to send a letter to MTC.
BACKGROUND:
Alternate Member Ben Tripousis noted his participation with the Local Streets and Roads Subcommittee at the Metropolitan Transportation Commission (MTC) to get additional regional pavement dollars to the local jurisdictions for pavement maintenance. Part of the activity includes MTC staff operating the PTAP and as part of their review of programs at MTC, there has been discussion about eliminating the PTAP. Member Tripousis noted that members of the Local Streets and Roads Committee are vigorously opposing the elimination of PTAP.
DISCUSSION:
It is requested that VTA staff prepare a letter on behalf of the TAC opposing the elimination of PTAP and requesting that MTC continue the program.

We have been made aware that there has been discussion of possible changes to the Metropolitan Transportation Commission’s (MTC) Streets and Roads Program, which would include the elimination of the PTAP as a regional program in FY 2006/07. This letter will serve to inform you that the Santa Clara Valley Transportation Authority’s Technical Advisory Committee (VTA TAC) has unanimously voted to oppose the elimination of the Pavement Technical Assistance Program (PTAP).
Changes to the program would jeopardize the ability to perform pavement shortfall projections and condition summaries, as well as limit MTC’s ability to provide support for local jurisdictions in the area of Local Streets and Roads Maintenance. VTA requests that the PTAP not be eliminated and be reinstated as a regional program beyond 2006/07.
