The Regular Meeting of the Silicon Valley Rapid Transit Corridor BART Extension to Milpitas, San Jose, and Santa Clara Policy Advisory Board (PAB) was called to order at 3:15 p.m. by Chairperson Gonzales, at the City Council Chambers, Milpitas City Hall, 455 East Calaveras Boulevard, Milpitas, California.

Status Report #6: Project Update
Lisa Ives, Project Manager for the BART extension, presented the status report for the project highlighting conceptual design efforts, coordination efforts with San Francisco Bay Area Rapid Transit District (BART) and project funding. Ms. Ives discussed the efforts underway for areas of Downtown San Jose and discussed a cooperative agreement being formulated with the City of San Jose that will be used as a model agreement for all cities in the corridor.
Ms. Ives discussed the construction mitigation plan and subway stations in Downtown San Jose. Ms. Ives reviewed the planning that is underway for dispute resolution efforts. Ms. Ives stated that the analysis of having a WYE installed for the Dublin/Pleasonton area is underway as well as a parking study.
Member Chavez took her seat at 3:11 p.m.
Ms. Ives discussed the community outreach efforts underway for this project and some-right-of-way issues.

Updated Project Characteristics and Preliminary Environmental Information
Ms. Ives reviewed the status of the Environmental Impact Study (EIS) and Environmental Impact Report (EIR) noting that it has been submitted to the Federal Transit Agency (FTA). Ms. Ives discussed the purpose and need of the project, the project coordination efforts, the environmental schedule, the alternatives under consideration, and the baseline option. Ms. Ives reviewed the parameters for the BART extension and the design and station options. Ms. Ives reviewed the updated project characteristics highlighting the difference between the baseline and BART alternatives. She discussed the ridership and traffic, the project costs, and the cost effectiveness.
Tom Fitzwater, VTA Environmental Program Manager, discussed the preliminary environmental information and the next steps for the process. Mr. Fitzwater highlighted the project impacts, design requirements and best practices, and the mitigation measures. Mr. Fitzwater reviewed the next steps for the project outlining the release of the draft environmental document to the public, the scheduling of public hearings, the selection of alignment and station options, and the final approval of the environmental document.

Presentation on Draft Lessons Learned Report: Construction of Major Transit Projects
Ms. Ives gave a presentation on the draft lessons learned report. She highlighted the purpose of the study, the study methodology, the major transit projects evaluated, the project comparison, the lessons learned, the summary and the next steps.
Chairperson Gonzales asked staff from both BART and VTA to keep working hand-in-hand with the local City Agencies involved in this project as they will have the experience and knowledge of how to handle any problems or challenges that arise.

Joint Meeting Date between Valley Transportation Authority (VTA) Board of Directors and the San Francisco Bay Area Rapid Transit (BART) District Board of Directors
November 14, 2003 is being considered for the Joint Meeting date between Valley Transportation Authority (VTA) Board of Directors and the San Francisco Bay Area Rapid Transit (BART) District Board of Directors
Member Haggerty asked if staff would notify members of the Silicon Valley Rapid Transit Corridor, Bart Extension To Milpitas, San Jose And Santa Clara, Policy Advisory Board of the date of the Joint Meeting between Valley Transportation Authority (VTA) Board of Directors and the San Francisco Bay Area Rapid Transit (BART) District Board of Directors, as some of the members of the PAB are not on the BART or VTA Board of Directors.
