CONSENT AGENDA

The Committee of the Whole deferred the Minutes of October 20, 2005.

The Committee of the Whole deferred the 2006 Congestion Management Program and Planning (CMPP) Committee Meeting Schedule.

The Committee of the Whole received the Monthly Legislative Report for             October 2005. 

The Committee of the Whole received the Proactive Congestion Management Program (CMP) Reviewed and Approved Projects Quarterly Status Report July through September 2005.

REGULAR AGENDA

The Committee of the Whole approved submitting a recommendation to the Board of Directors to approve the programming of Santa Clara County’s Regional Improvement Program share of the 2006 State Transportation Improvement Program. 

Expressed concern that delaying projects impacts credibility.

The Committee of the Whole approved submitting a recommendation to the Board of Directors to approve the proposed process and criteria for programming Federal Surface Transportation Program (STP) funds to local streets and roads rehabilitation project in Federal Fiscal Years 2008 and 2009. 

Noted that there should be a clear strategy with regard to maintenance of expressways.    Suggested using the Countywide Expressway Study as a tool in developing a long-term strategy for expressways. 

Expressed concern regarding the shortage of aggregate and its impact to building projects.

The Committee of the Whole deferred the City of Sunnyvale Citywide Deficiency Plan. 

OTHER ITEMS

The Committee of the Whole discussed the recommendation to approve amendments to Rail, Highway and Program-wide project budgets for a net decrease of $1.3 million as detailed in the 1996 Measure B Transportation Improvement Program Semi-Annual Report for December 2005. Recommend that the Santa Clara County Board of Supervisors approve funding for construction of the Route 152B-Phase II project to widen Route 152 across Old Llagas Creek Bridge in Gilroy in order for construction to begin next summer. 

The Committee of the Whole reviewed the Committee Work Plan.
