About the Board of DirectorsVTA Board of Directors sets VTA policy. The Board has 17 members and 1 ex-officio member, all of whom are elected officials appointed to serve on our Board by the jurisdictions they represent. Fourteen Directors are city council members and three are County Supervisors. Twelve Directors serve as voting members and there are five Directors who serve as alternates. The ex-officio member is a non-voting member and is one of the Santa Clara County representatives to the Metropolitan Transportation Commission (MTC). The VTA Board of Directors meets on the first Thursday of every month at 5:30 p.m. at the County Government Center, 70 West Hedding Street, San Jose. The Board of Directors may also authorize the General Manager to act on its behalf. Board Standing CommitteesGiven the range and complexity of the policy issues they deal with, the VTA Board of Directors has established a set of committees to advise it on policy matters and to provide for in-depth review of individual issues before the Board of Directors takes final action. These committees are described on the following pages. The Board of Directors has established three Board Standing Committees, each consisting of four Board members:
Administration and Finance Committee (A&F)Reviews policy recommendations pertaining to the general administration of VTA, including administrative policies and procedures, legislative affairs, human resources, and fiscal issues. Congestion Management Program and Planning Committee (CMPP)Reviews policy recommendations pertaining to the Congestion Management Program and Countywide Transportation Plan, including the integration of transportation and land-use planning; and the programming of discretionary state and federal funds and air-quality planning. The Board Standing Committees meet once a month to review proposed policies. Committee recommendations are forwarded to the full Board of Directors for final approval. Board Advisory CommitteesIn addition to the Board Standing Committees, the VTA Board of Directors established a group of advisory committees. These committees, which do not set VTA policy, review policies under development to ensure that they meet the needs of our constituents, our customers, elected officials, the business community and others. These committees are described below. They meet once a month.
Bicycle and Pedestrian Advisory Committee (BPAC)Consists of 16 members representing each of the 15 cities and the county. The BPAC advises the Board on funding and planning issues for bicycle and pedestrian projects. It also serves as the countywide bicycle advisory committee for Santa Clara County.
Citizens Advisory Committee (CAC)Consists of 17 members representing business, labor, environmental, and other community groups with interest in transportation. The CAC advises the Board on issues of interest to the committee's members and the communities they represent and will serve as the oversight body for the 2000 Measure A Transit Sales Tax Program.
Committee for Transit Accessibility (CTA)This committee's members include one Board member, persons with disabilities, representatives of human service agencies within the county, and VTA's paratransit broker. The CTA advises the Board on bus and rail accessibility issues, paratransit service, public facilities and programs, and VTA's efforts to fully comply with the federal Americans with Disabilities Act (ADA).
Policy Advisory Committee (PAC)Consists of one city council member from each of the 15 cities and one member from the Santa Clara County Board of Supervisors. The PAC ensures that all jurisdictions within the county have access to the development of VTA's policies.
Technical Advisory Committee (TAC)Consists of one staff member (usually the public works director or planning director from each of the county's 15 cities, the county, and various other local government agencies. The TAC advises the Board on technical issues related to transportation.
Transportation Corridor Policy Advisory Boards (PABs)There is one PAB for each corridor under study/construction and in the case of Caltrain, under operation by VTA. Each PAB consists of two Board Members and other elected officials from jurisdictions within a particular corridor. The purpose of the PABs is to ensure that the local jurisdictions most affected by major transportation improvement projects are involved in guiding the planning, design and construction of these projects.
