RECOMMENDATION:
Approve the specified appointments and/or re-appointments to the Bicycle & Pedestrian Advisory Committee:

BACKGROUND:
The Bicycle & Pedestrian Advisory Committee (BPAC) is a sixteen-member committee that advises the Board of Directors on planning and funding for bicycle and pedestrian projects and issues.
The BPAC bylaws specify that each Member Agency appoints one representative to the BPAC, that the appointment term for each member is two years, and that members may be appointed to successive terms. Committee members must also be a representative of the Member Agencys local bicycle advisory committee, or for Member Agencies without a local bicycle advisory committee, their representative must be an individual interested in bicycle or pedestrian issues that lives or works in the local jurisdiction. BPAC members are also precluded from representing a Member Agency they are employed by.
The process to fill BPAC vacancies, as defined by the bylaws, is that the Member Agency nominates potential members for the designated membership position. The bylaws also specify that vacancies that occur mid-term shall be filled for the remainder of the term from nominations by the body that nominated the original appointee. In both cases, the Board of Directors must then approve the nomination.
DISCUSSION:
The City of Sunnyvale has nominated their current BPAC representative, David Simons, for re-appointment for the new term, which begins July 1, 2002. Staff recommends this re-appointment.
Concerning new appointments, the County of Santa Clara has nominated David Kobayashi to fill their vacant position and the City of Campbell has nominated a representative other than their most recent one. However, Campbells nominee, Steven Aufdermauer, has previously served on BPAC representing Campbell. Staff also recommends both of these appointments.
If the Board of Directors approves the appointments and re-appointments, staff will prepare the letters for the Chairpersons signature notifying the members of this action.
ALTERNATIVES:
There are no alternative recommendations. The Committee may make other recommendations to the Board of Directors.
