SUBJECT: Local Program Reserve Programming


RECOMMENDATION:

Approve programming of $1 million in Local Program Reserve funds to the County Expressway Study; and authorize the General Manager to execute a cooperative funding agreement with the County of Santa Clara for the Expressway Study funds.

  BACKGROUND:

The Local Program Reserve (LPR) is a source of local, non-federal funding to be allocated to specific projects at the discretion of the VTA Board of Directors.  The reserve provides these non-federal funding resources to projects which would otherwise have difficulty either obtaining federal funding or would undergo undo complications with project delivery using federal funds.  The Board first created the LPR at its March 2, 2000 meeting when it approved 2000 STIP programming actions whereby STIP funds were exchanged with 1996 Measure B Transportation Improvement Program (MBTIP) funds.  The VTA programmed the STIP funds to an eligible 1996 MBTIP project, which in turn released local funds into the LPR for future allocation.  The 1996 MBTIP project then utilized the STIP funds in place of the local funds.  Subsequent similar programming actions have added funds to the LPR. 

DISCUSSION:

The staff recommendations in the memorandum include two actions:

  1. Program $1 million to the County Expressway Study.  The County of Santa Clara Department of Roads and Airports is currently conducting a comprehensive study of County Expressways.  At the June 7, 2001 meeting, the VTA Board of Directors committed to providing up to $2 million in funding for the study and programmed the initial $1 million.  This action completes the VTA funding commitment.
  2. Authorize the General Manager to execute a cooperative funding agreement with the County of Santa Clara for funding of the County Expressway Study.  The second action will allow VTA and County Roads and Airports Department staff to establish the parameters of the funding transfer procedures through a cooperative agreement. 

ALTERNATIVES:

There are no practical alternatives to the recommended action.

FISCAL IMPACT:

The Boards action will provide $1 million in Local Program Reserve Funds to the County Expressway Study.
