Capitol Light Rail Project - Light Rail Stations |
RECOMMENDATION:
Authorize the General Manager to execute a contract with Robert A. Bothman, Inc., the lowest responsible bidder for construction of the Capitol Light Rail Project Stations in the Amount of $4,671,482.
BACKGROUND:
The Capitol Light Rail Project will extend light rail 3.5 miles on Capitol Avenue from the end of the Tasman East Light Rail Project at the Hostetter Station to the Alum Rock Station in the City of San Jose. This contract will construct four light rail passenger stations at the following locations: Berryessa, Penitencia Creek, McKee and Alum Rock.
Construction for this contract is scheduled to begin September 2002. Completion of this contract is scheduled for December 2003. Revenue Service for both the Tasman East and Capitol Light Rail Projects is scheduled for July 2004.
DISCUSSION:
The Capitol LRT Stations contract was advertised on May 15, 2002 and complied with VTA's contractor pre-qualification requirements. Two bids were submitted on August 5, 2002, with the following bid results:
Robert A. Bothman, Inc. $4,671.482
Stacy & Witbeck, Inc. $4,940,848
Engineer's Estimate $4,425,000
Project Budget $5,123,697
Robert A. Bothman, Inc. is the lowest responsible bidder. The bid is 6% higher than the Engineer's Estimate and VTA staff recommends award. Robert A. Bothman, Inc. has an acceptable performance record with VTA on a completed Tasman East Station contract.
ALTERNATIVES:
There are no practical alternatives to the recommended action.
FISCAL IMPACT:
Sufficient funds are available in the Capitol Light Rail Project budget to perform this work. This contract is funded by the 1996 Measure B Transportation Improvement Program.
SMALL BUSINESS ENTERPRISE (SBE) PARTICIPATION:
Based on the identifiable subcontracting opportunities, a SBE goal of 11% is established for this contract.
Contractor complied with the goal and has committed to 22.4% SBE participation on this contract.
