SUBJECT: Exemption from 2004 CMP Monitoring of Intersections


RECOMMENDATION:

Approve the exemption of the following intersections from Congestion Management Program (CMP) Level of Service (LOS) Monitoring during the Year 2004 cycle:

  • I-880/Coleman Avenue (North) (CMP ID 3052)                       (City of San Jose)
  • I-880/Coleman Avenue (South) (CMP ID 3053)                      (City of San Jose)
  • De La Cruz Boulevard/Trimble Road  (CMP ID 3090)             (City of San Jose)
  • Montague Expressway/Mission College Blvd. (CMP ID 5805)  (County of Santa Clara)
  • Montague Expressway/De La Cruz Boulevard (CMP ID 5806)  (County of Santa Clara)
  • Montague Expressway/North First Street (CMP ID 5807)         (County of Santa Clara)

BACKGROUND:

Congestion Management Program (CMP) statutes require that all elements of the CMP be monitored annually and that Member Agencies conform to the CMP requirements.   Member Agencies are required to provide traffic Level of Service (LOS) analysis for CMP intersections within their jurisdiction for CMP monitoring purposes. 

DISCUSSION:

The Technical Guidelines for Traffic LOS Analysis provide that Member Agencies may obtain waivers for not monitoring the traffic LOS at specific locations due to special conditions, such as construction.  The following intersections are currently affected by construction activity:

  • I-880/Coleman Avenue (North) (CMP ID 3052)                        (City of San Jose)
  • I-880/Coleman Avenue (South) (CMP ID 3053)                       (City of San Jose)
  • De La Cruz Boulevard/Trimble Road  (CMP ID 3090)              (City of San Jose)
  • Montague Expressway/Mission College Blvd. (CMP ID 5805)  (County of Santa Clara)
  • Montague Expressway/De La Cruz Boulevard (CMP ID 5806)  (County of Santa Clara)
  • Montague Expressway/North First Street (CMP ID 5807)       (County of Santa Clara)

The construction activity at these intersections impact traffic operations, and data collected during monitoring would not accurately reflect operations under normal conditions.  The jurisdiction responsible for the monitoring for each of these intersections has requested an exemption and staff concurs with the exemption request.

ALTERNATIVES:

Disallow the exemption and require monitoring at all or some of the intersections.

FISCAL IMPACT:

There are no fiscal impacts to the Congestion Management Program.
