SUBJECT: Removal of CMP Intersection Designation and Addition of New Freeway Segments for CMP Monitoring


RECOMMENDATION:

Approve the addition of following freeway segments on SR 87 for CMP Monitoring:

Approve removal of CMP intersections designation from the following intersections from being a CMP intersection:

  • Guadalupe Parkway/Coleman Avenue             (CMP ID No. 3012, City of San Jose)
  • Guadalupe Parkway/Taylor Street                    (CMP ID No. 3100, City of San Jose)
  • Guadalupe Parkway/Hedding Street                (CMP ID No. 3101, City of San Jose)

BACKGROUND:

Congestion Management Program (CMP) statutes require that all elements of the CMP be monitored annually and that Member Agencies conform to the CMP requirements.   Member Agencies are required to provide traffic Level of Service (LOS) analysis for CMP intersections within their jurisdiction for CMP monitoring purposes. 

DISCUSSION:

SR 87 between US 101 and SR 85 is part of the CMP roadway network.  Through the 2002 CMP monitoring program, the portion from Coleman Avenue and to the south has been part of the freeway monitoring program.  The portion north of Coleman Avenue has been part of the urban arterial monitoring program with monitoring of signalized intersections.  With the entire stretch of SR 87 now converted to freeway standards, it is proposed the entire roadway be included in the CMP monitoring of freeways.  As such, the following segments will be added to the CMP freeway monitoring program:

  • Between Coleman Avenue and Taylor Street
  • Between Taylor Street and Hedding Street
  • Between Hedding Street and Skyport Drive
  • Between Skyport Drive and US 101

CMP monitoring at signalized intersections at Coleman Avenue (CMP ID No. 3012), Taylor Street (CMP ID No. 3100) and Hedding Street (CMP ID No. 3101) all along Guadalupe Parkway will be discontinued.  All three CMP intersections are within the jurisdiction of City of San Jose.

ALTERNATIVES:

Disallow the addition of freeway segments and removal of CMP intersections.

FISCAL IMPACT:

There are no fiscal impacts to the Congestion Management Program.
