Safety Manager

Monthly Salary Range: $7,452 - $8,644 - $9,837

The Position

Under direction, the Safety Manager manages the activities of the Transit Systems Safety/Emergency Operations Program, the Environmental Health and Safety Program, and the Substance Abuse Control Program. The Safety Manager has management responsibility over programs involving the identification, evaluation, and mitigation of public and industrial safety risks associated with all VTA operations. The position is also responsible for assuring VTA’s compliance with all applicable local, state, and federal regulations. Subordinate supervisors are responsible for one functional area within the unit, whereas this position is responsible for the overall effectiveness of the entire Safety Department.

Minimum Qualifications

Sufficient training, education, and experience in developing and managing bus and/or rail safety programs to demonstrate the required knowledge, skills, and abilities. Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to:

  • Graduation from an accredited college or university with a four year degree including major course work in public or business administration, safety, or a related field, or equivalent professional level work experience; and
  • Six years of increasingly responsible experience developing and managing safety programs for a public or private sector organization.
  • Experience in bus/rail safety, Environmental Health and Occupational Safety, and emergency response plans is desirable.

Knowledge of

  • Industrial safety, environmental health, and substance abuse control programs;
  • Transportation Safety;
  • Applicable Federal, State, and local laws and regulations;
  • Principles and practices of accident investigation programs;
  • Principles and practices of administration, organization, management analysis, supervision, fiscal management, and program development;
  • Principles, practices, and procedures pertaining to the operation of a large and complex multi-modal transportation system;
  • Cal OSHA requirements for industrial safety, including construction safety.

Ability to

 

  • Supervise, train, evaluate, motivate, and discipline employees;
  • Effectively plan, organize, implement, and evaluate environmental health and safety programs to ensure a safe working environment;
  • Analyze data pertaining to program functions, interpret other management information, maintain records and reports, and develop short- and long-range budget plans;
  • Define problem areas, evaluate, recommend, and implement solutions to complex issues and problems;
  • Design, implement, and evaluate the bus and rail construction safety programs;
  • Manage the Emergency Operations and Business Recovery Plan;
  • Analyze situations, identify problems, recommend solutions, and evaluate the outcome;
  • Comply with bus/rail operations and industrial health and safety regulations;
  • Interpret and apply applicable state, federal, and local policies, laws, and regulations;
  • Monitor developments and legislation related to assigned area of responsibility;
  • Evaluate impact on VTA’s operations and recommend and implement policy and procedure improvements;
  • Manage the Rail System Safety Program Plan annual audit;
  • Collaborate with the Construction Division and Operations Division in the preparation and submittal of Rail Safety Certifications to the California Public Utilities Commission;
  • Operate personal computers and common software applications;
  • Communicate effectively, both orally and in writing;
  • Represent VTA in dealings with government agencies and other entities;
  • Establish and maintain effective working relationships with those contacted in the course of work.

Examination

The examination will include one or more of the following parts: application review, supplemental screening, written examination, and/or oral interview.

Applicants for employment must be willing to be fingerprinted for the purpose of obtaining “Summary Criminal History Conviction Information” from State and Federal record agencies.
 
All job applicants selected for appointment to this position are subject to pre-employment drug testing. A final job applicant will be tested for five prohibited drugs (and their metabolites): Cocaine, PCP, Amphetamines, Marijuana, and Opiates.

  4. Pleased describe your experience in developing and managing hazardous materials management programs, regulatory compliance and emergency response.

The Santa Clara Valley Transportation Authority (VTA) also contributes to the Public Employees Retirement System for the 2% at 55 Plan and pays the employee’s regular contribution of approximately 7%. The 7% contribution can be refunded to an employee who resigns prior to retirement.
 
Social Security taxes will be deducted from each employee’s bi-weekly salary.
