Contracts Manager

Monthly Salary Range: $7,333.24 - $8,914.86

The Position

*Salary is commensurate with experience.

Under general direction, the Contracts Manager plans, organizes, supervises, and coordinates the procurement by contract of consultants, public works construction, and contract transportation services; and coordinates and oversees contract administration activities.

This single position class is responsible for supervising a staff that administers a wide variety of contracts including professional services, construction/public works and major equipment. An incumbent works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems.

Minimum Qualifications

Sufficient training, education and experience, which demonstrates the ability to perform the above tasks, and the possession of the knowledge and abilities listed below, are required. Development of the required knowledge and abilities is typically attained through training, education and experience equivalent to:

  • Graduation from an accredited college with a four year degree in public or business administration, economics or a related field; and
  • Five (5) years of experience in developing and administering Requests for Proposals, specifications and formal procurement/construction contracts or equivalent experience which demonstrates possession of the following knowledge and abilities.
  • The experience should include several years of increasingly responsible supervisory level experience. Experience in a public agency or transit setting is desirable.

Knowledge of

  • Theories, principles, and practices of contract administration for public agencies;
  • Applicable local, state and federal laws, rules and regulations governing public procurement and contract administration processes for construction and professional services contracts;
  • Principles and techniques of budget preparation, program and personnel management;
  • Principles and practices of supervision, training and constructive discipline;
  • Bid and contract analysis and preparation techniques;
  • Accounting principles and practices.

Ability to

  • Lead and direct the operations, services and activities of Contract Administration;
  • Prepare comprehensive specifications, contracts, reports and correspondence;
  • Develop negotiation strategies and negotiate complex contracts;
  • Define problems, evaluate, recommend and implement alternative solutions to complex issues and problems;
  • Develop, implement, and interpret goals, objectives, policies, procedures, work standards, and internals controls;
  • Interpret and effectively use management information reports;
  • Select, supervise, train, motivate, assign, evaluate, counsel and discipline staff;
  • Understand, interpret and apply laws, rules, regulations, policies and procedures;
  • Prepare and control and apply statistical analysis to problems of inventory usage, distribution, and forecasting;
  • Communicate effectively both verbally and in writing;
  • Prepare and control a budget;
  • Establish and maintain effective relationships with those contacted in the course of work.

Examination

The examination will include one or more of the following parts: application appraisal, supplemental screening, written examination, oral examination, and/or performance test.

All job applicants selected for appointment to this position are subject to pre-employment drug testing. A final job applicant will be tested for five prohibited drugs (and their metabolites): cocaine, PCP, amphetamines, marijuana, and opiates.

Supplemental Questions

Please provide written responses to the questions below and attach to your application. Following evaluation of applications and responses to the supplemental questions, those applicants deemed most qualified will be invited to continue in the selection process.

  1. Describe your education and training as it relates to the development of the knowledge and abilities (including management ability in a public transportation setting) that is required for this position. What specific course work have you completed successfully? Describe in some detail your experience in managing professional staff.
  2. Describe your experience in each of the following areas, be specific with dates, employers, and your duties and responsibilities: developing and administering Requests for Proposals; development of construction specifications, the formal invitation for Bids procurement process for both small and large construction projects, the evaluation of such bids, the evaluation and negotiation of change orders, effective ongoing contract administration and construction contract closeout.
  3. Describe the largest Public Works Construction program for which you were the Contracts Manager and briefly describe what your role was in:
  • Procurement planning, including determining the types of contracts and how the work scope was broken down in to contract packages;
  • Staffing planning including how many employees for which you were responsible. 
  • Describe the staff organization chart for the program/project contract administration function;
  • Developing and administering Requests for Proposals and Invitations for Bid;Administering and negotiating contract change orders and amendments;
  • Contract and project closeout.

The Santa Clara Valley Transportation Authority (VTA) also contributes to the Public Employees Retirement System for the 2% at 55 Plan and pays the employee’s regular contribution of approximately 7%. The 7% contribution can be refunded to an employee who resigns prior to retirement.

Social Security taxes will be deducted from each employee’s bi-weekly salary.
