The Position
Position is typically filled at beginning of range.
Under general direction of the Chief Technology Officer, the Technology Manager plans, organizes, directs, and manages a major functional area within the Valley Transportation Authority’s (VTA) Technology Department including design, implementation, and maintenance of technology solutions that enable VTA to meet its business goals.
Key responsibilities include technology evaluation and planning; developing and maintaining standards and policies; operation and evolution of VTA information systems; implementation and support of Local Area Networks, Wide Area Networks, data communication and information delivery systems, and voice communications and delivery systems; operation and support for data center; database, SAP Basis, and UNIX support for the enterprise SAP application; support for desktop productivity tools; and implementation and support of client/server and web applications.

Ideal Candidate
- Five plus years in a leadership position related to business processes re-engineering, driving best practice solutions.

Three plus years in managing complex SAP ECC 5.0 or 6.0 implementations. Knowledge or deployment experience with the public sector of SAP is highly valued.

Experience in supporting and Certification in SAP’s FICO, BW, SRM, HR and other SAP modules used or planned to be used at VTA.

Proven experience in driving strategies for development and enhancement of information systems.
- Three or more years in setting up project proposals, evaluating system integrators determining both IT and business staff and selecting/tradeoff analysis around new technology and ensuring projects are adequately staffed to build, install, and maintain software applications.
Minimum Qualifications

Significant training, education, and public or private sector experience managing a work force involved with information or operational technologies that demonstrate the required knowledge, skills, and abilities listed below. Development of the required skills, knowledge, and abilities is typically obtained through a combination of training and experience equivalent to:
Knowledge of
- Software, hardware, networking, and communication technologies and their strategic application to a public transportation system;
- Program and project management principles and techniques used in leading and supporting multiple information technology programs and projects;
- Organizational planning and evaluation techniques in order to lead and manage the development, maintenance, evaluation, and execution of VTA’s Strategic Technology Plan;
- Principles, practices, techniques, and methods of managing diverse information systems functions including minicomputer and LAN/WAN systems, wireless systems, data and voice delivery systems, network security, 24x7 data centers, SAP enterprise application, and desktop applications.
- Principles and techniques of program planning, coding languages, machine scheduling, and complex record keeping;
- Operational characteristics, services, and activities of information systems and data processing functions;
- Principles of supervision and performance evaluation; Pertinent federal, state, and local laws, codes and regulations;
- Principles and practices of budget preparation and administration.
Ability to
- Provide vision, direction, and leadership, and create an effective customer-oriented culture;
- Provide technical and consulting leadership to employees and customers in developing new or improving their existing technology systems;
- Plan strategically to visualize and iterate long-range goals and needs, to provide direction and support to many project teams, and to facilitate the planning and development process to integrate with the VTA’s mission and goals;
- Plan, organize, direct, and coordinate the work of lower level staff;
- Select, supervise, train, motivate, assign, evaluate, counsel, and discipline staff;
- Lead and direct the operations, services, and activities of diverse information systems functions;
- Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals;
- Research, analyze, and evaluate new information systems and methods;
- Interpret and apply federal, state, and local policies, laws, and regulations;
- Effectively communicate, orally and in writing, business expectations to technical and managerial teams; communicate technical information to non-technical audiences, and effectively represent the VTA to external customers or stakeholders;
- Take initiative, reason logically, and be creative in developing and introducing new ideas.
Examination
The selection process will consist of an evaluation of the applicant’s training and experience based on the application, resume, and responses to the above supplemental questions. Only those applicants whose backgrounds best match the position will progress to the next phase of the selection process.

The Santa Clara Valley Transportation Authority (VTA) also contributes to the Public Employees Retirement System for the 2% at 55 Plan and pays the employee’s regular contribution of approximately 7%. The 7% contribution can be refunded to an employee who resigns prior to retirement.
Social Security taxes will be deducted from each employee’s bi-weekly salary.
