Transportation Planning Manager

Monthly Salary Range: $8,216 - $9,530 (Mid-Point)

The Position

Under general direction, the Transportation Planning Manager plans, organizes, directs, and coordinates the activities and staff of the Congestion Management Division.

This classification has full supervisory and administrative authority over several functional areas. Areas of responsibilities include managing and directing activities related to VTA’s long-range countywide transportation and land use planning, multi-modal transportation planning, and development coordination activities. Positions in this class must exercise substantial judgment and initiative for planning and funding recommendations, which are brought to Executive Management and the VTA Board of Directors.

Minimum Qualifications

Development of the required skills, knowledge, and abilities listed below is typically obtained through training and experience equivalent to:

• Graduation from an accredited college or university with a major in transportation planning, urban planning, engineering, or a related field; and

• Six (6) years of progressively responsible professional transportation planning or public transportation experience, at least three (3) years of which must be demonstrated management experience.

• A Masters Degree in transportation or urban planning, engineering, or related field may be substituted for one year of experience.

Knowledge of

  • Concepts, principles, techniques and legal aspects of transportation and urban planning;
  • State and Federal transit planning principles, processes, procedures and regulations;
  • Interdisciplinary practices and trends affecting transportation and urban planning & analysis;
  • Research and statistical methods;
  • State and Federal legislative and transit funding processes;
  • Community Interrelationships;
  • Principles and practices of organization, administration, fiscal and personnel management;
  • Methods and techniques used for project management.

Ability to

  • Plan, direct, select, supervise, train, motivate and evaluate the work of professional and technical personnel;
  • Evaluate and monitor consultant performance;
  • Make and execute major program decisions in working with staff, consultants, and member agency technical representatives;
  • Prepare and present comprehensive transportation plans in a clear and concise manner;
  • Develop, evaluate and monitor budgets, and allocate and balance resources using staff and consulting services;
  • Successfully manage multiple complex projects with aggressive schedules within various functional areas;
  • Prepare and manage budgets and schedules;
  • Effectively represent VTA before the Board of Directors, city councils, and other Federal, State, local and regional agencies, boards, and commissions and before local citizens in public meetings and hearings;
  • Negotiate with planning directors, public works directors, and regional and state administrators;
  • Interpret and apply laws, rules, regulations, and labor contract provisions;
  • Communicate effectively both orally and in writing;
  • Establish and maintain cooperative working relationships with those contacted in the course of work.

Examination

The examination will include one or more of the following parts: application appraisal, supplemental screening, written examination, oral examination, and/or performance test.

Applicants for employment must be willing to be fingerprinted for the purpose of obtaining “Summary Criminal History Conviction Information” from State and Federal record agencies.

All job applicants selected for appointment to this position are subject to pre-employment drug testing. A final job applicant will be tested for five prohibited drugs (and their metabolites): cocaine, PCP, amphetamines, marijuana, and opiates.

Supplemental Questions

Please provide written responses to the questions below and attach to your application. Following evaluation of applications and responses to the supplemental questions, those applicants deemed most qualified will be invited to continue in the selection process.

1. Positions in this classification may be assigned responsibilities in the area of congestion management, transit planning, or land use and joint development. Please describe your transportation planning experience as it pertains to these areas of responsibility.

2. Describe your “ project management” experience. Please provide details regarding the project, your role as project manager, and your specific responsibilities.

3. Describe your experience in developing and maintaining effective relationships with representatives of local, state, and federal level agencies, elected officials, and in coordinating activities with diverse stakeholder groups. Please include a specific example of your efforts in coordinating with a local agency in the successful completion of a transportation project or implementation of a transportation planning program.

The Santa Clara Valley Transportation Authority (VTA) also contributes to the Public Employees Retirement System for the 2% at 55 Plan and pays the employee’s regular contribution of approximately 7%. The 7% contribution can be refunded to an employee who resigns prior to retirement.

Social Security taxes will be deducted from each employee’s bi-weekly salary.
