The Position

Position is typically filled at Step 1.

Under general supervision, the Quality Assurance & Warranty Specialist assists in planning, administering, implementing, and evaluating quality assurance and warranty control programs. This position will provide quality assurance and other support for light rail maintenance programs at VTA and will be based at the VTA Light Rail Division at 101 W. Younger, San Jose, California.

Minimum Qualifications

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training, education, and experience equivalent to

• Graduation from an accredited college or university with a four-year degree in Quality Science, Engineering, or other related field and

• Three (3) years of experience in quality control auditing, inspections, testing, and calibration control methods, techniques, and practices.

• American Society of Quality Certification (ASQC) in a quality area may be substituted for the required education.

Knowledge of

• Principles and practices of quality assurance and warranty control programs;

• Application of statistical methods and quality cost data analysis;

• Methods and techniques of quality auditing and principles of inspection and testing;

• Principles and practices of program and project administration;

• Fundamentals of a calibration control program.

Ability to

• Develop quality assurance and warranty control programs, plans, policies, procedures, and work instructions, in close cooperation with other staff;

• Gather, compile, analyze, and prepare quality assurance and warranty control reports, including analyzing data for trend reports;

• Coordinate, plan, and schedule supplier audits;

• Maintain compliance with Federal, State, and local laws and regulations pertaining to quality assurance plans, programs, auditing, documentation, and reporting requirements;

• Communicate effectively both orally and in writing;

• Prepare comprehensive reports and correspondence;

• Analyze situations, identify problems, and recommend solutions;

• Review and interpret contracts and provide technical input;

• Develop and interpret technical documents, specifications, and procedures;

• Train and provide leadership to others on procedures and policies relating to quality assurance and warranty programs;

• Establish and maintain effective working relationships with those contacted in the course of work;

• Operate a personal computer with common software applications (i.e., word-processing, spreadsheet, and databases); learn specialty software of the work unit.

Examination

The examination will include one or more of the following parts: application appraisal, supplemental screening, written examination, oral examination, and/or performance test.

1. Describe your experience providing quality assurance and warranty support and performing oversight duties for construction, procurement, and/or maintenance projects and contracts.

2. Describe your experience performing quality audits, reliability and/or failure trend statistical analyses. What methods did you use to report your findings and how did you present your recommendations to correct and prevent the re-occurrence of audit non-conformances? Give specific examples.

3. Describe your experience with computerized maintenance or asset management systems, including assessing data quality compliance, and developing quality assurance program control forms, computerized databases, and procedures. Give an example of each area that applies.

The Santa Clara Valley Transportation Authority (VTA) also contributes to the Public Employees Retirement System for the 2% at 55 Plan and pays the employee’s regular contribution of approximately 7%. The 7% contribution can be refunded to an employee who resigns prior to retirement.

Social Security taxes will be deducted from each employee’s bi-weekly salary.

As a condition of employment, each employee in this class must sign a payroll deduction authorization form providing for deduction of union membership dues or a service fee.
