VTA Funds Local Streets and County Roads Program

San Jose, Calif. – At the December 13, 2007 Santa Clara Valley Transportation Authority (VTA) Board of Directors meeting, the Board approved to fund $20 million of prioritized projects for the Local Streets & County Roads (LS&CR) Capital Program. 

The projects list and funding allocations include:

The Local Streets and County Roads program is a new program that was incorporated into the Valley Transportation Plan 2030 (VTP 2030), the County’s long range county-wide transportation plan.   Key goals of the program include increasing connectivity of local streets and county roads as a means to shorten trips by all modes, improve pedestrian access, improve transit routing, keep shorter trips off the regional freeway and expressway system and provide funding for local transportation projects not directly connected to, or fully funded by new development.  “VTA is following through on its commitment to fund critical local projects, such as those in south Santa Clara County that support the tremendous growth and development in the area,” states Don Gage, Santa Clara County Board of Supervisors and VTA board of Directors.

Projects are evaluated and compete in a two-phase process to receive grant funding through the LS &CR program. Phase I, the project selection phase occurred in Fall 2003 when Santa Clara County cities and Santa Clara County submitted projects for review and consideration to VTA for inclusion in VTP 2030.

Phase Two began when, acting in its capacity as the Congestion Management Agency   (CMA) for Santa Clara County, the VTA Board approved an allocation of up to $20 million in Local Program Reserve funds, to the LS&CR Programs at its February 2007 Board meeting.  In March, 2007, VTA issued a call for projects. Eleven project sponsors submitted 20 applications, which were reviewed, scored and then ranked July through August, 2007 by the Capital Improvement Program Scoring Subcommittee of the Technical Advisory Committee, utilizing the LS&CR policies and scoring criteria.  The next funding cycle for the LS&CR Program will occur in 2009.
