Between May 2-10, 2011, VTA held six public meetings to present the Proposed FY 2012 and FY 2013 Biennial Budget and Proposed Transit Service Changes. These proposals will be implemented beginning in July 2011 through June 2013. The goal of these meetings was to obtain public input and incorporate any recommendations from the public to improve the budget and service changes.

Approved FY 2012 and FY 2013 Biennial Budget

The Approved Biennial Budget includes the operating and project costs of all functions for which VTA is responsible. The biennial budget covers Fiscal Years 2012 and 2013 which begins July 1, 2011 and ends June 30, 2013. There are no fare modifications planned in the budget.

Transit Service Changes

The Transit Service Changes will be implemented over a two year period, beginning in July 2011. VTA will reallocate low-performing service and improve service in areas where it is most needed. This includes the start of new Express Bus Services.

In 2010, VTA evaluated its Express and Limited Stop Bus services to identify improvements in system ridership and efficiency. One of the components is the use of specialized freeway express vehicles with WIFI and high-back reclining seats. These buses will be available in January 2012 to be used on selected express routes. Eventually all express routes will use this new vehicle. Click here to view the proposed service changes

Service Changes for FY 2012 and FY 2013

In May, VTA held six public meetings to present the proposed FY 2012 and FY 2013 Biennial Budget and Transit Service Changes to the community. VTA received many comments from the community members who attended the public meetings or submitted comments via email, mail or telephone.

As a result of public comments and suggestions, VTA staff made several revisions to the proposed service changes including those on following routes: Lines 10, 23, 37, 48, 49, 55, 101, 102, 104, 105, 120, 122, 180, 181 and 182. Please see the list below for specific details.

The original plan is also available (further below) for your reference.

The Saturday 7:23 p.m. northbound trip would terminate at the Palo Alto Transit Center.

Line 47: Great Mall/Main Transit Center to McCarthy Ranch
The weekday 5:56 a.m. southbound trip would start at Calaveras & Hillview. The 9:35 p.m. northbound trip would end at Calaveras & Hillview. On Saturday, the 8:10 a.m. southbound trip would start at Calaveras & Hillview and operate approximately 15 minutes earlier.

Line 54: De Anza College to Sunnyvale/Lockheed Martin Transit Center
A new weekday southbound trip leaving Lockheed Martin at approximately 9:05 p.m. would be added.

Line 65: Kooser & Meridian to Downtown San Jose
The weekday 6:33 a.m. southbound trip would start at 2nd & Santa Clara..

Line 68: Gilroy Transit Center to San Jose Diridon Transit Center
The Sunday 6:33 a.m. and 7:13 a.m. southbound trips would start at 2nd & Santa Clara.

Line 82: Westgate – Downtown San Jose
The weekday 6:19 a.m. southbound trip would start at 2nd & Santa Clara.

Line 102:  South San Jose to Palo Alto
One new weekday trip (in each direction) would be added.

Line 181: San Jose Diridon Transit Center To Fremont BART
A new weekday northbound trip leaving San Jose Diridon Station at approximately 8:28 a.m. would be added. Two new southbound trips leaving Fremont BART at 8:56 a.m. and 9:26 a.m. would be added. On Saturday, service would be increased between Fremont BART and the Great Mall to provide 20 minute service from approximately 9:30 a.m. to 6:00 p.m. Service to downtown San Jose would continue to operate every 40 minutes.

Line 10: Metro/Airport Light Rail Station – Santa Clara Transit Center
The Sat/Sun 6:47 a.m. and 9:03 a.m. eastbound and the 8:59 a.m. westbound trips would be discontinued.

Line: 13 Almaden & McKean to Ohlone/Chynoweth LRT Station
The weekday 5:47 a.m. southbound and the 5:55 a.m. northbound trips would be discontinued.

Line: 16 Main & Dewitt to Burnett Ave
Weekday midday service would be discontinued (9:30 a.m. - 2:00 p.m.).

Line: 18 Gilroy Transit Center to Gavilan College
The weekday 6:47 p.m. trip would be discontinued.

Line: 22 Palo Alto Transit Center to Eastridge Transit Center via El Camino
An extra weekday westbound trip would be added to improve frequency between 9:00 p.m. and 10:30 p.m. On Sunday, an extra eastbound trip would be added to improve frequency between 9:00 p.m. and 10:30 p.m.

Line: 23 DeAnza College to Alum Rock Transit Center via Stevens Creek
The weekday frequency would be increased to operate every 10 minutes all day. The Sat/Sun 6:41 a.m. eastbound trip would be discontinued.

Line: 25 DeAnza College to Alum Rock Transit Center via Valley Medical Center
The weekday 6:58 p.m. eastbound trip leaving Valley Medical Center would be discontinued.

Line: 26 Sunnyvale/Lockheed Martin Transit Center-Eastridge Transit Center
Three weekday westbound morning trips and three eastbound afternoon trips would be added between Lockheed Martin & Wolfe/El Camino, during commute hours. The weekday 6:02 a.m. eastbound trip would be discontinued.

Line: 31 Evergreen College to Eastridge Transit Center
The weekday 6:08 a.m. and the 6:39 a.m. northbound trips would be merged into one trip.

Line: 35 Downtown Mountain View to Stanford Shopping Center
The weekday 10:02 p.m. southbound trip would be discontinued. The weekday 9:11 p.m. northbound trip would end at the Palo Alto Transit Center.

Line: 39 The Villages to Eastridge Transit Center
The routing would be modified to operate on Delta and Ruby instead of Fowler and Classico.

Line: 45 Alum Rock Transit Center to Penitencia Creek Transit Center
The weekday 7:23 p.m. southbound and 7:43 p.m. northbound trips would be discontinued. Saturday service would be discontinued.

Line: 46 Great Mall/Main Transit Center to Washington & Escuela
The Saturday 8:49 a.m. northbound trip would be discontinued.

Line: 48 Los Gatos Civic Center to Winchester Transit Center via Winchester Blvd.
The weekday 7:05 p.m. and 7:29 p.m. northbound and the 8:20 p.m. southbound trips would be discontinued. On Saturday, the 7:53 p.m. northbound and the 7:49 p.m. southbound trips would be discontinued. On Sunday, the 9:13 a.m. northbound trip would be discontinued.

Line: 49 Los Gatos Civic Center to Winchester Transit Center via Los Gatos Blvd
The weekday 7:06 p.m. and 7:38 p.m. southbound trips and 7:50 p.m. northbound trip would be discontinued. On Saturday, the 8:21 a.m. and 7:21 p.m. northbound trips would be discontinued. The 7:27 p.m. southbound trip would also be discontinued on Saturday. On Sunday, the 5:55 p.m. southbound trip would be discontinued.

Line: 51 De Anza College to Moffett Field/Ames Center
The weekday 5:44 p.m. southbound and 6:13 p.m. northbound trips would be discontinued.

Line: 55 De Anza College to Great America
The weekday 5:47 a.m. northbound trip would start at Sunnyvale-Saratoga & Homestead Roads.

Line: 57 West Valley College to Great America via Quito Rd
The weekday southbound frequency would be reduced between 6:00 and 8:00 pm (one less trip). The 6:21 a.m. southbound trip would be moved to an earlier time. On Saturday, the 8:27 a.m., 5:52 p.m. and 6:55 p.m. northbound and the 8:27 a.m. and 6:54 p.m. southbound trips would be discontinued. The 7:24 p.m. and 8:24 p.m. southbound trips would end at Saratoga & Prospect. On Sunday, the 6:54 p.m. southbound trip would end at Saratoga & Prospect.

Line: 58 West Valley College to Alviso via Fruitvale
The weekday southbound frequency would be reduced between 6:00 and 8:00 pm (one less trip). The 5:52 a.m. southbound trip would be discontinued, The 6:30 a.m. northbound trip would start at Saratoga & Campbell. The weekday 7:23 p.m. southbound trip would end at Saratoga & Prospect.

Line: 60 Winchester Transit Center to Great America
The weekday 8:27 a.m. southbound trip would be discontinued. The 5:59 a.m. and 6:18 a.m. southbound trips would be combined into one trip.

Line: 61 Good Samaritan Hospital to Sierra & Piedmont via Bascom
The weekday 6:07 a.m. northbound trip would be moved to an earlier time. The Saturday 8:50 p.m. southbound trip would be discontinued. On Sunday, the 8:25 p.m. northbound trip would be discontinued.

Line: 62 Good Samaritan Hospital to Sierra & Piedmont via Union
The weekday 5:53 a.m northbound trip would be discontinued. The weekday 10:08 p.m. southbound trip would be discontinued. On Saturday, the 6:09 p.m. northbound trip would be discontinued. On Sunday, the 6:35 a.m. and 6:09 p.m. northbound trips would be discontinued.

Line: 64 Almaden LRT Station to McKee & White via Downtown San Jose
The weekday 6:45 a.m. northbound trip would be discontinued. On Saturday, the 7:26 p.m. and 7:50 p.m. northbound trips would be combined into one trip. The 6:12 a.m. and 6:59 a.m. northbound trips would combine into one trip. The 6:04 a.m. southbound trip would be discontinued. On Sunday, the 7:20 p.m. and 7:50 p.m. northbound trips would be combined into one trip.

Line: 66 Kaiser San Jose to Milpitas/ Dixon Rd. via Downtown San Jose
The Saturday 5:43 a.m. southbound trip would start at the Great Mall. The 5:37 a.m. northbound trip would be discontinued. On Sunday, the 5:43 a.m. southbound trip would be discontinued.

Line: 68 Gilroy Transit Center to San Jose Diridon Transit Center
The weekday 5:47 a.m. northbound trip would start at Monterey & Roeder.

Line: 73 Snell & Capitol to Downtown San Jose
The weekday 6:45 a.m. southbound trip would be discontinued, and the 6:57 a.m. southbound trip would be moved to an earlier time.

Line: 77 Eastridge Transit Center to Great Mall/ Main Transit Center
The Saturday 7:50 p.m. southbound trip would be discontinued.

Line: 81  Cupertino Square to San Jose State University
Sunday service would be discontinued

Line: 101 Camden & Highway 85 to Palo Alto
This weekday route is currently operating below the minimum ridership standards. This route would be discontinued.

Line: 102 South San Jose to Palo Alto
This weekday route would operate with new premium Express buses! The routing would be maintained. The morning boarding and afternoon deboarding stops would be consolidated into the following locations: Santa Teresa Light Rail Station, Snell Light Rail Station & Ohlone Chynoweth Light Rail Station.

Line: 103 Eastridge Transit Center to Palo Alto
This weekday route would operate with new premium Express buses! This route would operate three trips in each direction instead of four. A passenger survey would be conducted in the fall to determine exact trip times.

Line: 104 Penitencia Creek Transit Center to Palo Alto
This weekday route is currently operating below the minimum ridership standards. This route would be discontinued.

Line: 105 Fremont BART to Mountain View
This new weekday express route would operate between Fremont BART and the Shoreline employment area in Mountain View. This route would operate with new premium Express buses! Four trips would operate in each direction.

Line: 120 Fremont BART to Lockheed Martin Transit Center/Moffett Industrial Park
This weekday route would operate with new premium Express buses! No other changes are being proposed for this route.

Line: 121 Gilroy Transit Center to Lockheed Martin Transit Center/Moffett Industrial Park
This weekday route would operate with New Premium Express Buses! No other changes are being proposed for this route.

Line: 122 South San Jose to Lockheed Martin Transit Center/Moffett Industrial Park
This weekday route would operate with new premium Express buses! Service would be improved to operate two trips in each direction. A passenger survey would be conducted in the fall to determine exact trip times. The morning boarding and afternoon deboarding stops would be consolidated into the following locations: Santa Teresa Light Rail Station, Snell Light Rail Station, Snell & Capitol, Capitol & McLaughlin.

Line:  140 Fremont BART to Mission College & Montague Expwy.
No changes are proposed for these routes.

Line:  168 Gilroy Transit Center to San Jose Diridon Transit Center
No changes are proposed for these routes.

Line: 180 Great Mall/Main Transit Center to Fremont BART
The weekday 10:22 p.m. northbound trip would be discontinued. The 7:26 p.m. and 7:57 p.m. southbound trips would be combined into one trip.

Line: 181 San Jose Diridon Transit Center To Fremont BART
No changes are proposed for these routes.

Line: 182 Palo Alto to IBM/Bailey Ave
One weekday trip would be operated instead of two. A passenger survey would be conducted in the fall to determine the exact trip times. The morning boarding and afternoon deboarding stops would be consolidated into the following locations: Page Mill & El Camino, Vallco Parkway, Stevens Creek & Hwy. 280.

Line: 183 Evergreen to Fremont BART
This new weekday express route would operate between the Evergreen area and Fremont BART. This route would operate with new premium Express buses! Three trips would operate in each direction.

Line: 328 Almaden Expwy/Camden to Lockheed Martin Transit Center/Moffett Industrial Park
Weekday service would be improved to operate two trips in each direction. A passenger survey would be conducted in the fall to determine exact trip times.

Line: 330 Almaden Expwy. & Camden to Tasman Drive
An additional weekday morning trip would be added to operate four in each direction. A passenger survey would be conducted in the fall to determine exact trip times

Line: 17 Gilroy Transit Center to Murray and Tomkins
These weekday routes are currently operating below the minimum ridership standards. These routes will be reviewed at a later time. If ridership does not improve, service may be discontinued. Public meetings would be held in early 2012.  

Line: 34 San Antonio Shopping Center-Downtown Mountain View
These weekday routes are currently operating below the minimum ridership standards. These routes will be reviewed at a later time. If ridership does not improve, service may be discontinued. Public meetings would be held in early 2012.  

Line: 522 Palo Alto Transit Center to Eastridge Transit Center
Weekday service would be extended to operate every 30 minutes until approximately 10:30 p.m. Saturday service hours would be expanded to begin at 8:00 a.m. and end at approximately 10:30 p.m. Service before 9:00 a.m. and after 6:00 p.m. would operate every 30 minutes. New Sunday service would be provided every 15 minutes between approximately 9:00 a.m. and 6:00 p.m.
