Revised 2009 Annual Transit Service Plan

In January, VTA held eight public meetings to present proposed changes to VTA’s Bus Service to the community. VTA received many comments from the community members who attended the public meetings or submitted comments via email, mail or telephone.

As a result of public comments and suggestions, VTA staff made several revisions to the following routes: Bus Lines 17, 27, 61, 62, 81, 180, 181 as well as the Great America Shuttle. However, because the economic recession has impacted VTA’s operating budget, some of the improvements in the initial plan have been deferred and are not proposed for implementation at this time. These deferred improvements affect the following routes: Bus Lines 23, 25, 26, 37, 60, 66, 68, 181, 330 as well as a new Community Bus route to Kaiser Santa Clara. Please see the attached service plan revision for specific details.

The revised 2009 Annual Transit Service Plan will be presented and reviewed at the following committee and board meeting:

Proposed Service Changes

This summarizes the proposed service changes that would be implemented beginning in July 2009. Please note that all times are approximate.

Major changes:

Line 14 Community Bus: Gilroy Transit Center – Gilroy Crossings
The routing of Line 14 would be extended to provide two-way service between the Gilroy Transit Center, Valley Health Center, Kaiser Medical Offices, the Outlet stores, and St. Louise Hospital. Some of this route is currently served by Line 17. Line 14 would operate from 7:30 a.m. to 7:00 p.m. on weekdays, 9:00 a.m. to     6:30 p.m. on Saturdays, and 9:30 a.m. to 5:30 p.m. on Sundays. The weekday frequency would be improved to operate every 30 minutes (instead of every 60 minutes).

Line 15 Community Bus: Jackson Oaks – Monterey/Watsonville Road
This line would be discontinued due to consistent poor ridership performance. 

Line 17 Community Bus: Gilroy Transit Center – St. Louise Hospital
The routing would be modified from a large one-way loop to provide two-way service between the Gilroy Transit Center and the Social Services facility on Tomkins Court via 6th, Forest, IOOF and Murray (see Line 14 for related changes.)  Line 17 would operate on weekdays only from 7:30 a.m. to 5:30 p.m. The weekday frequency would be improved to operate every 30 minutes (instead of every 60 minutes).

Line 45 Community Bus: Alum Rock Transit Center – Penitencia Creek Transit Center
On weekdays and Saturdays, this line would be modified to operate every 60 minutes (instead of every 30 minutes.)   On weekdays, this route would operate until 7:30 p.m. On Saturdays, service would operate from 8:30 a.m. to 7:30 p.m., and Sunday service would operate from 9:30 a.m. to     6:00 p.m.

Line 63: Almaden Expressway & Camden – San Jose State University
On weekdays, the 5:17 a.m. and the 5:56 a.m. northbound trips would be merged into one trip and the 5:51 a.m. southbound trip would be deleted. Also on weekdays, the 7:21 p.m. and the 7:51 p.m. southbound trips would be merged into one trip. On Saturdays, service would operate every 60 minutes (instead of every 30 minutes.)

Line 64: Almaden Light Rail Station – McKee & White
On weekdays, the 5:16 a.m. northbound trip would start later; and the 5:59 a.m. northbound partial trip would be deleted. On weekdays and Saturdays, the 12:04 a.m. northbound partial trip would be deleted. On Saturdays, 15 minute service between McKee & White and the San Jose Diridon Transit Center would be discontinued so that service would operate every 30 minutes over the entire line. On Sundays, the 6:55 a.m. northbound partial trip would be deleted.

Line 66: Kaiser San Jose – Milpitas/Dixon Road
This line would be modified to operate every 15 minutes all day over the entire route on weekdays. On Saturdays, a new trip would be added between the 5:22 p.m. and 7:24 p.m. northbound trips, and a new trip would also be added between the 5:13 p.m. and 7:38 p.m. southbound trips.

Line 68: Gilroy Transit Center – San Jose Diridon Transit Center
This line would be modified to operate every 15 minutes all day over the entire route on weekdays. On Saturdays, a new trip would be added between the 4:50 p.m. and 7:00 p.m. northbound trips, and a new trip would also be added between the 6:08 p.m. and 7:53 p.m. southbound trips.

Line 88 Community Bus: Palo Alto Veterans Hospital – Middlefield & Colorado
This line would be modified to operate every 60 minutes (instead of every 30 minutes) during peak hours. Special routing on selected trip to Jordan Middle School would be discontinued. No changes are proposed to the main trips serving Gunn High School. 

Line 89 Community Bus: Palo Alto Veterans Hospital – California Avenue Caltrain Station
To accommodate increased ridership, this line would be converted from a Community Bus line to a regular bus line with standard VTA fares. The 6:00 a.m. southbound trip would be deleted.

Express Line 180: Fremont BART Station – Great Mall/Main Transit Center & San Jose Diridon Transit Center.
Line 180 would operate on the existing routing on Mission Blvd. between Fremont BART and the Great Mall.  It would operate every 30 minutes all day on weekdays and hourly in the evenings until approx. 10:30 p.m.  There would be no change to the weekend routing.  On weekends, a new 7:42 p.m. southbound trip would be added.

Express Line 181: Fremont BART Station – San Jose Diridon Transit Center
This route (which currently operates during peak hours only) would be modified to also operate every 30 minutes during the midday between the Fremont BART Station and the San Jose Diridon Transit Center.    In addition, the 15 minute peak hour service would be extended to 7:00 p.m.   Line 181 would be modified to operate via Stevenson and I-880 instead of Mission Blvd. and I-680. A Park & Ride location will be available at Stevenson & Civic Center Drive.

Other changes:

Line 10: Metro/Airport Light Rail Station – Santa Clara Transit Center
On weekdays and weekends, the 11:47 p.m. eastbound trip would be deleted.

Line 13 Community Bus: Almaden & McKean – Ohlone/Chynoweth Light Rail Station
On weekdays, the 5:12 a.m. southbound and 5:20 a.m. northbound trips would be later and the 5:46 a.m. southbound trip would start at Via Valente and Almaden Blvd. instead of the Ohlone/Chynoweth Light Rail Station. On weekends, the 9:05 a.m. southbound trip would also start at Via Valente and Almaden Blvd instead of the Ohlone/Chynoweth Light Rail Station.

Line 18 Community Bus: Gilroy Transit Center – Gavilan College
On weekdays, the 6:08 a.m. and 6:50 a.m. partial trips would be deleted; the 6:26 p.m. and 6:53 p.m. trips would be merged into one trip. On Saturdays, the 7:50 a.m. trip would be deleted.

Line 22: Eastridge Transit Center – Palo Alto Transit Center
On weekdays, the 4:38 a.m. westbound trip would be deleted. On Saturdays, an extra eastbound trip would be added between the 7:11 p.m. and 10:15 p.m. trips. On Sundays, an extra eastbound trip would be added between the 8:07 p.m. and 9:44 p.m. trips and an extra westbound trip would be added between the 7:53 p.m. and 8:54 p.m. trips.

Line 23: Alum Rock Transit Center – De Anza College
On weekdays, the 5:04 a.m., 5:21a.m., and 5:38 a.m. eastbound trips would be merged into two trips; and an extra eastbound trip would be added between the 7:58 p.m. and 10:14 p.m. trips. On Saturdays, an extra eastbound trip would be added between the 6:05 p.m. and 7:08 p.m. trips; and extra westbound trip would be added between the 6:50 a.m. and 7:49 a.m. trips. On Sundays, an extra eastbound trip would be added between the 6:09 p.m. and 7:10 p.m. trips as well as a new westbound trip at 5:02 p.m.    An extra westbound trip would also be added between the 7:20 a.m. and 8:19 a.m. trips on Sundays.

Line 25: Alum Rock Transit Center – De Anza College
On Saturdays, the 6:39 a.m. and 7:37 a.m. westbound trips would be extended to serve De Anza College.

Line 26: Eastridge Transit Center – Sunnyvale/Lockheed Martin
On weekdays, the 6:20 a.m. westbound and the 6:45 a.m. eastbound partial trips would be deleted, and the 5:49 a.m. eastbound trip would begin at the Curtner Light Rail Station instead of at Bascom & Campbell.

Line 27: Kaiser San Jose – Good Samaritan Hospital
On weekdays, the 9:23 p.m. westbound trip would be deleted. On Saturdays, the 9:04 a.m. eastbound trip would be deleted.

Line 31: Eastridge Transit Center – Evergreen Valley College
On weekdays, this route would be modified to operate every 30 minutes (instead of every 15 minutes) between 4:30 p.m. and 6:30 p.m.; the 6:10 a.m. southbound trip and 6:29 a.m. northbound trip would start later; and the 6:53 a.m. northbound partial trip would be deleted. On weekends, the 7:05 a.m. northbound trip would be deleted. On Saturdays, the 6:05 p.m. southbound trip would be deleted.

Line 33: McCarthy Ranch – Great Mall/Main Transit Center
On weekdays, the 6:03 a.m. trip would be deleted. On Saturdays, the 9:00 a.m. and 9:30 a.m. trips would be merged into one trip.

Line 37 Community Bus: Capitol Light Rail Station – West Valley College
On weekdays, the 6:02 a.m. eastbound trip would start later and at the Winchester Light Rail Station instead of West Valley College. The weekday evening service would be modified to operate every 60 minutes (instead of every 30 minutes.)

Line 46: Great Mall/Main Transit Center- Washington & Escuela via Yellowstone
On weekdays, the 7:31 p.m. southbound trip would be deleted.

Line 48 Community Bus: Winchester Transit Center – Downtown Los Gatos via Winchester
The routing for both Lines 48 and 49 would be streamlined in downtown Los Gatos. See map above for details. On Saturdays, the 10:35 p.m. southbound trip would be deleted. On Sundays, the 9:35 p.m. southbound trip would be deleted.

Line 49 Community Bus: Winchester Transit Center – Downtown Los Gatos via Los Gatos Blvd.
The routing of Line 49 would be extended to serve Good Samaritan Hospital. The routing for both Lines 48 and 49 would be streamlined in downtown Los Gatos. See map above for details.

Line 52: Downtown Mountain View – Foothill College
On weekdays, a new southbound trip at 3:10 p.m. and a new northbound trip at 3:31 p.m. would be added.

Line 55: De Anza College – Great America
On weekdays, the 5:32 a.m. and 5:51 a.m. southbound trips would be merged into one trip; and the 8:40 a.m. southbound trip would be extended to De Anza College.

Line 57: West Valley College – Great America
On weekdays, the 7:42 p.m. and 8:21 p.m. northbound trips would be merged into one trip; and the 7:53 p.m. and 8:20 p.m. southbound trips would also be merged into one trip.

Line 58: West Valley College – Alviso
A later morning northbound trip would be added.

Line 60: Winchester Transit Center – Great America
On weekdays, the 5:21 a.m. southbound trip would start later and at Scott & Space Park. On Sundays, the      8:20 a.m. northbound trip would be deleted.

Line 61: Good Samaritan Hospital – Sierra & Piedmont
The routing would be modified to operate on Capitol and Sierra to Piedmont.   On weekdays, the 9:38 p.m. southbound and the 10:12 p.m. northbound trips would be deleted. On weekdays, the 5:39 a.m. northbound trip would start earlier and the 7:12 p.m. northbound trip would start later. On weekends, the 6:52 a.m. northbound and the 9:12 p.m. southbound trips would be deleted.

Line 62: Good Samaritan Hospital – Sierra & Piedmont
The routing would be modified to operate on Berryessa and Piedmont to Sierra.    On weekdays, the 5:23 a.m. northbound trip would be deleted. On weekends, the 6:21 a.m. northbound trip would start later.

Line 70: Capitol Light Rail Station – Great Mall/Main Transit Center
On weekdays, the 4:37 a.m. northbound trip and the 11:03 p.m. southbound trip would be deleted; and the 6:13 a.m. and 6:42 a.m. northbound trips would begin at the Capitol Light Rail Station instead of Senter & Monterey. On weekends, the 6:50 a.m. and the 7:24 a.m. northbound trips would also start at the Capitol Light Rail Station instead of at Senter & Monterey. 

Line 71: Eastridge Transit Center – Great Mall/Main Transit Center
On weekdays, the 5:08 a.m. northbound trip would be deleted; and the 5:59 a.m. and the 6:18 a.m. northbound trips would be merged into one trip. On weekdays, one northbound evening trip between 6:00 p.m. and 9:00 p.m. would be deleted; and the 7:41 p.m. and 8:11 p.m. southbound trips would be merged into one trip. On Saturdays and Sundays, the 6:38 p.m. and 7:08 p.m. southbound trips would be merged into one trip.

Line 72: Monterey & Senter – Downtown San Jose
On weekdays, the 5:41 a.m. and 5:56 a.m. northbound trips would be merged into one trip; and the 6:26 a.m. and 6:41 a.m. southbound trips would be merged into one trip. On weekends, the 6:07 p.m. and the 6:37 p.m. northbound trips would be merged into one trip. The 6:24 a.m. southbound trip on Saturdays would be deleted.

Line 73: Snell & Capitol – Downtown San Jose
On weekdays, a southbound trip leaving 2nd & Santa Clara at 6:45 a.m. would be added; the 5:35 a.m. southbound, 9:58 p.m. northbound and 10:31 p.m. southbound trips would all be deleted. In addition, the 6:30 a.m. northbound trip would begin at Senter & Monterey instead of Snell & Capitol. On Saturdays, the 6:14 a.m. northbound and the 6:53 a.m. southbound trips would be deleted. On Sundays, the 6:59 a.m. northbound and the 7:41 a.m. southbound trips would start later; the 7:37 a.m. and 8:21 a.m. northbound trips would be merged into one trip; and the 8:29 a.m. southbound trip would be deleted.

Line 77: Eastridge Transit Center–Great Mall/Main Transit Center
On weekdays, the 5:08 a.m. and 5:33 a.m. northbound trips would be merged into one trip; and the 6:08 a.m. and 6:26 a.m. southbound trips would be merged into one trip.

Line 81: San Jose State University – Cupertino Square
On weekdays, the 5:25 a.m. westbound trip would be deleted; and the 5:30 a.m. and 6:00 a.m. eastbound trips would be merged into one trip. Weekday service would end at approximately 8:30 p.m. instead of 9:00 p.m. Saturday service would end at approximately 6:30 p.m. instead of 8:00 p.m.

Line 82: Westgate – Downtown San Jose
On weekdays, the 5:21 a.m. northbound trip would be deleted, and the 5:30 a.m. and 6:00 a.m. southbound trips would be merged into one trip. On Sundays, the 9:11 a.m. northbound trip would be deleted.

DASH Downtown Area Shuttle
The 6:16 a.m. trip would be deleted.

Great America Employee Shuttle
VTA would no longer operate this service.

Deferred Improvements:

Line 23: Alum Rock Transit Center - De Anza College
Add only one extra weekday trip (instead of two) between the 7:58 p.m. and 10:14 p.m. eastbound trip. Defer adding a new 5:32 p.m. westbound Sunday trip.

Line 25: Alum Rock Transit Center - De Anza College
Defer adding new 8:53 a.m. eastbound trip on weekends.

Line 26: Eastridge Transit Center – Sunnyvale/Lockheed Martin
Defer adding extra weekday peak hour trips between Lockheed Martin and El Camino.

Line 37 Community Bus: Capitol Light Rail Station – West Valley College
Defer adding new Saturday service between Capitol and Winchester Light Rail Stations.

Line 60: Winchester Transit Center – Great America
Defer extending the 8:23 a.m. northbound weekday trip to Great America.

Line 66: Kaiser San Jose – Milpitas/Dixon Rd
Extra evening trips would only be added on Saturdays, but defer adding extra trips on Sundays.

Line 68: Gilroy Transit Center – San Jose Diridon Transit Center
Extra evening trips would only be added on Saturdays, but defer adding extra trips on Sundays.

Express Line 181: Fremont BART Station – San Jose Diridon Transit Center
Defer 15 minute Midday frequency but implement 30 minute Midday frequency instead.

Limited Stop Line 330: Almaden Expressway & Camden – Tasman Drive
Defer extending the route to Great Mall.

New Community Bus Line to Kaiser Santa Clara
Defer implementation of this new community bus line.

Community Bus Studies

VTA will also be conducting studies on the following community bus services. These studies will engage community groups and key stakeholders to review the current route performance and recommend improvements to achieve ridership standards. The timeline for implementation for these changes will depend on the community involvement process.

Line 11: San Jose Market – Hedding & 15th

Line 13: Almaden & McKean – Ohlone/Chynoweth Light Rail Station
Review the routing, frequency and service hours.

Line 34: Downtown Mountain View –San Antonio Shopping Center
Review the routing of this line as well as other bus services in Mountain View.

Milpitas Service

Review of existing local bus lines in Milpitas based on the opening of new developments on Main St., Abel St., and Milpitas Blvd. This may also include converting some regular VTA bus lines to community bus lines.

Other Studies

Studies of the VTA Light Rail System, and Express Bus services are also being conducted at this time. Future Transit Service Plans will include proposals for these services.
