BART Silicon Valley Extension Allocated $40 Million

San Jose, Calif. – The Santa Clara Valley Transportation Authority (VTA) BART Extension to Silicon Valley Project was allocated $40 million of Traffic Congestion Relief Program (TCRP) funds by the California Transportation Commission (CTC) at its July 9, 2009 meeting.
The $40 million allocation is the first installment of an anticipated six, totaling almost $240 million under the State of California TCRP Allocation Plan which was adopted by the CTC in September 2008, and effective July 2009. Meeting CTC criteria placed the BART Silicon Valley Extension Project as one of nine TCRP projects classified as Tier One Projects, which receive higher priority for funding. “In the marathon effort to bring BART to Silicon Valley, this is a major milestone,” said Carl Guardino, President and CEO of the Silicon Valley Leadership Group and a member of the Transportation Commission. “With the firm commitment of local voters for both capital and ongoing operations funding in mind, the Transportation Commission continues to show the state’s strong support for this critical extension.”
A total of $83 million is available for allocation to Tier One TCRP projects in fiscal year 2009-10. The current $40 million allocation is designated for project engineering during the final design stage. “The state’s funding commitment to the BART Silicon Valley Extension has allowed us to move forward with critical project development work. We value our ongoing partnership with the California Transportation Commission and recognize its importance in achieving our ultimate goal of bringing BART to our communities,” Michael Burns, VTA General Manager stated following the allocation decision.
The BART Silicon Valley Extension Project was identified as one of 53 projects statewide eligible to receive TCRP funds in 2000, when legislation passed creating the program. The TCRP legislation identified $760 million for the entire Fremont to San Jose corridor. To date, VTA has received a total of $409 million for the BART Extension to Silicon Valley, and BART has received $111 million for the BART Warm Springs Extension.
Created through legislation that was enacted in the 1970s, the CTC is responsible for overseeing state-funded transportation programs, including TCRP, the State Transportation Improvement Program (STIP) and various Proposition 1B transportation infrastructure bond programs. The CTC meets on a monthly basis at various locations throughout the state. The July meeting was held in San Jose and hosted by VTA.
BART to Silicon Valley
The Bay Area Rapid Transit (BART) to Silicon Valley Project is an extension of the existing BART system to San Jose, Milpitas and Santa Clara. This project plans to extend the current BART system 16 miles beginning at the future BART Warm Springs Station in Fremont and proceed on the former Union Pacific Railroad right-of-way through Milpitas to south of Mabury Road in San Jose. The extension would then descend into a 5.1 mile-long subway tunnel, continue through downtown San Jose, and end at grade in Santa Clara near the Caltrain Station. A maintenance and vehicle storage yard would be at the terminus of the project in Santa Clara.
