Small Business Sustainability Program


VTA established a Small Business Sustainability Program to provide financial assistance to those small businesses in the construction areas from Alum Rock Avenue between US-101 and I-680 and on Santa Clara Street between 23rd and 25th Streets.  In addition to increased security, expedited clean up and marketing assistance, financial assistance was made available.

Tier I – Qualifying small businesses in the areas described above were eligible for $1,000 in financial assistance. Subject to verification of status, checks were mailed within seven VTA business days of receipt of completed paperwork. 
Tier II – Qualifying small businesses in the areas described above were eligible for between $1,000 and $50,000 in financial assistance. Requests of more than $1,000 required documentation supporting the additional financial assistance request.

How to Apply For Assistance - Please note, the December 11, 2015 Deadline has passed.  VTA is not accepting additional applications.

Forms and instructions will be available at the VTA Project Information Office were located at 1592 Alum Rock Avenue, San Jose, CA beginning November 12, 2015 at 10:00 a.m. and are available below and in the Small Business Sustainability Program section of the project library.

Forms must have been submitted by December 11, 2015 to VTA’s Project Information Office.
Those applying for Tier I had to sign a waiver of past claims.

Applicants could have also submited a request for Tier II financial assistance by providing justification for additional financial assistance by February 11, 2016. However, they were made aware that the amount awarded by the Independent Administrator may be less than requested.
Alternatively, applicants were able to apply for Tier II directly for any amount from $1,000 to $50,000. This required justification of the need for financial assistance without signing a waiver in advance. The amount of financial assistance was determined by the Independent Administrator.

Applicants were notified of the determination and required to sign a waiver of past claims. If dissatisfied with the amount of financial assistance and decline to sign the waiver, you did not receive any payment under this program but preserved the right to file a claim or proceed with other actions.

Checks were mailed within seven VTA business days of receipt of the waiver of past claims and acceptance of financial assistance amount.​
