Project Description

The Santa Clara Valley Transportation Authority (VTA), in coordination with the California Department of Transportation (Caltrans), is studying the development of an east-west trade and mobility corridor on State Route (SR) 152 between US Route (US) 101 and SR 99. This study was requested by the California Transportation Commission.

The study will evaluate highway improvements and financing strategies that could benefit the movement of goods throughout the corridor and mobility of commuters. The study also includes an evaluation of SR 152 realignment alternatives between U.S. 101 and State Route 156 intended to enhance travel safety and improve travel times while upgrading to expressway standards. Santa Clara and San Benito counties have formed a mobility partnership to provide guidance on the proposed realignment of the SR 152 segment.

The first phase of the study is the preparation of preliminary studies and stakeholder coordination being performed to assess the feasibility of the project. This phase is expected to be completed in the summer of 2010. The next phase of the project will include:

  • Project Approval and Environmental Documentation (PA/ED)
  • Refinement of the Traffic and Revenue Studies
  • Continued stakeholder outreach; and Securing additional funding.

Objectives

The objectives are as follows:

  • Improve the movement of goods, traffic operation and travel time reliability between Santa Clara, San Benito, and Monterey counties and the Central Valley
  • Achieve full expressway standards throughout the corridor;
  • Identify viable financing strategies for corridor improvements.

Project Funding

VTA received $5 million of State funding from the Interregional Improvement Program (IIP), matched with $5 million of VTA’s highway funds. The appropriation amount for Fiscal Year 2009 is $3.65 million and this amount will cover the completion of the Traffic and Revenue Study in 2010.
