I-880/Coleman Avenue Interchange Project

Project Overview

The project proposes to reconfigure and widen existing ramps of the I-880 / Coleman Avenue Interchange, add a new direct connector ramp from Airport Boulevard to southbound (SB) I-880, replace the Coleman Avenue overcrossing at I-880, and widen Coleman Avenue to six lanes from north of Airport Boulevard to Hedding Street.

The project also includes an extensive utility relocation effort that began in April 2003. Public utility agencies will be responsible for utility relocation that must begin early so the main project construction is not delayed and the overall disruption to the public is minimized.

Project Objective
The purpose of this project is to relieve existing and future traffic congestion at the ramp termini and adjacent intersections on Coleman Avenue, accommodate traffic demand associated with planned growth and redevelopment in the Coleman Avenue Corridor, and provide for improved local access over I-880 from North Coleman Avenue into downtown San Jose.

The scope and schedule of these improvements are directly linked to the planned expansion of the Norman Y. Mineta San Jose International Airport (SJIA). The existing interchange does not meet current design standards, nor does it adequately accommodate traffic demand.

Project Features
This project will reconfigure and widen existing ramps and replace the Coleman Avenue bridge over I-880. Coleman Avenue will be widened from four to six lanes from north of Airport Boulevard to Hedding Street.

The project will also add a direct connector ramp exit from the airport via Airport Boulevard to southbound I-880. Geometric and traffic signal improvements will be made to ramp termini and road intersections along Coleman Avenue.

Maintenance of Traffic Flow
For the safety of the public and construction workers, traffic control measures (such as temporary lane closures and detours) will be used when needed. Contractors will make every effort to maintain access and minimize disruptions.

Operations
Upon completion, Caltrans will operate and maintain the new highway interchange. The City of San Jose will operate and maintain the local streets.

Capital Cost/Project Funding
$81 million: $66 million from Grant Anticipation Revenue Vehicles (GARVEE) bonds, $5 million from the State Traffic Congestion Relief Program (TCRP), and $10 million from the City of San Jose.

The project has received a $4 million loan from the City of San Jose to fund the advance utility relocation.
