VTA Bicycle & Pedestrian Advisory Committee (BPAC)

The BPAC consists of 16 members representing each of the 15 cities and the county. The BPAC advises the Board on funding and planning issues for bicycle and pedestrian projects. It also serves as the countywide bicycle advisory committee for Santa Clara County.

 

VTA Bicycle Plans and Programs

VTA Bicycle Program

In 1998, VTA launched a Bicycle Program that is committed to improving the bicycle infrastructure in Santa Clara County, to enable and encourage people to bike to work, school, errands and for recreation.

The three major components of the Bicycle Program are: the Countywide Bicycle Plan, the Bicycle Expenditure Program and Project List and the Cross-county Bicycle Network (see County Bikeways Map).

 

Countywide Bicycle Plan

In 2000, VTA adopted the Santa Clara Countywide Bicycle Plan (CBP) a stand-alone document that serves as the Bicycle element of Valley Transportation Plan VTP 2030.

The CBP guides the development of major bicycling facilities, prioritizing projects for funding through the Bicycle Expenditure Program (BEP). The Plan documents the Cross-County Bicycle Network and the Bicycle Expenditure Program. The CBP also complements Member Agencies’ bicycle plans, which are focused on improvements at the local level. The CBP is currently being updated.

Bicycle Expenditure Program and Project List

There are $ 99 million in the BEP to fund bicycle projects over the 2001-2030 time period. The funding is a combination of the following funding sources:

  • 1996 Measure B sales tax
  • Transportation funds for clean air
  • Transportation Development Act Article 3
  • Federal Transportation Enhancement
  • Federal Congestion Mitigation & Air Quality Improvement Program (CMAQ)
  • Regional Bicycle/Pedestrian Program

As project sponsors, cities and the County are responsible for project implementation. Projects are allocated up to 80 % of their total cost from the BEP and project sponsors must provide a minimum 20% match. Projects are funded based on readiness and available funds on a first-come-first-served basis.

The BEP Project List includes projects identified in the VTP2030. It is reviewed and re-adopted every three years, for project changes and cost increases.

This list does not contain all planned bicycle projects in Santa Clara County-only those that have funding allocations from VTA. Localities may have additional projects.
