San Martin Parking and Roadway Expansion Project

Overview
This project will increase parking capacity and improve pedestrian and parking access for the San Martin Caltrain Station by easing congestion along San Martin Avenue. VTA parking improvements, combined with Santa Clara County Roads and Airports roadway expansion, are being made to accommodate the needs of commuters traveling between Gilroy and San Jose in South Santa Clara County.
Project Features
The proposed improvements would:
- provide 161 new parking spaces in VTA owned property east of the Union Pacific Railroad tracks along Depot Street
- widen San Martin Avenue, between Monterey Road and Depot Road (including dedicated left and right turn lanes from San Martin Avenue to Monterey Road)
- provide improved pedestrian access between the Caltrain Station and the new parking across the Union Pacific Railway tracks;
- improve the grade differential between Monterey Road and the UPRR tracks
- provide an acceleration and deceleration lane along Monterey Road
- improve drainage in the general area between Monterey Road and Depot Road along San Martin Avenue.
Maintenance of Traffic Flow
For the safety of the public and construction workers, traffic control measures (such as temporary lane closures and detours) will be used as needed. Contractors will be required to make every effort to maintain access and minimize disruptions. The public will be notified before traffic control measures are implemented.
Operations
Upon completion, Caltrain will be responsible for the maintenance of the expanded Caltrain park and ride site. Santa Clara County Roads and Airports will be responsible for maintaining San Martin and Monterey roadway improvements.
Capital Cost/Project funding
$1 million: The parking expansion work is funded entirely by the 1996 Measure B Transportation Improvement Program (MBTIP). The roadway expansion work is being partially funded by a contribution from County Roads and Airports ($0.4 million), with the balance being funded by MBTIP monies.

Construction begins November 2007
Construction complete June 2008
