Cottle Station Joint Development
The Cottle Station is one of VTA’s real estate assets available for future development. The property is nestled between Cottle Road, SR-85, and Hospital Parkway, adjacent to the San Jose Kaiser Permanente facility. Currently this property serves as a Park & Ride lot for Light Rail and Bus passengers.
The parking lot is underutilized and has the potential for transit residential and commercial development that includes future market rate and affordable housing opportunities, and enhances VTA’s transit operations through increases in ridership and infrastructure improvements. We are working with the City of San Jose to plan a space that allows people to live and work near public transportation which helps clear the air, ease traffic and get you moving more efficiently and reliably.
VTA is embarking on preparing this site for future development, beginning with talking to the community about its plans. The current land use designation allows for commercial development only, like offices and shopping centers. VTA has submitted a General Plan Amendment application to the City of San Jose proposing that this property be designated to include a mix of commercial and residential units.
VTA's Joint Development Program works with municipal and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community. Among VTA's Joint Development requirements is that 20% of housing on a particular site must be affordable.
Upcoming Meetings/Input OpportunityThe City of San Jose Planning Department hosted a Community Meeting to discuss these plans on Monday, August 14, 2017.
VTA and City staff provided the community with an opportunity to learn about the proposal, provide input, and receive answers to their questions. We are very interested in input from the community on this proposal and encourage your feedback. Your participation in the planning process will help the City analyze the requested General Plan amendment.

Pending the outcome of the General Plan Amendment later this fall, VTA does not have a specifically proposed project or timeline for future developments at this time.
