Short Range Transit Plan

The Short Range Transit Plan (SRTP) is a federally mandated planning document that describes the plans, programs and goals of the transit operator. It has a 10-year planning horizon and is updated annually. It focuses on the characteristics and capital needs of the existing system, and on committed (funded) expansion plans.

The SRTP serves as the primary justification for receipt of Federal and State grants for transit operations and capital projects.The SRTP is prepared by VTA staff and is adopted by the VTA Board of Directors. The current SRTP was adopted in December 2007, and the next "full" update will occur in 2012.  The 2008-2017 SRTP is a "Full" SRTP, which MTC requires to be submitted every four years as opposed to a "Mini" SRTP which is limited to the Operations and Capital Improvement Program modifications and updates in the intervening years.

Purpose and Basis

Federal Transit Administration (FTA) regulations require development of the SRTP as documentation of the planning basis supporting the use of FTA funds for operations and capital improvements.

Key Elements

The SRTP describes VTA’s history and governance, organizational structure and the elements of our existing transit system, including current services, facilities and supporting activities. It describes current bus and light rail services, regional services, new technologies and several programs and partnerships established by VTA to help achieve our goals. At the heart of the SRTP are VTA’s 10-year operating plan, capital program and accompanying financial plans.

The 2008-2016 SRTP consists of five chapters:

2. Goals, Objectives, Service Standards and System Evaluation
3. Operations Plan
4. Capital Improvement Program
5. Other Requirements
