Valley Transportation Plan 2030 (VTP 2030)- Adopted February 2005

VTP 2030 is the long-range countywide transportation plan for Santa Clara County. VTA, in its role as the appointed Congestion Management Agency for Santa Clara County, is responsible for preparing and periodically updating the countywide transportation plan.

At its April 2004 Board Meeting the VTA Board of Directors adopted program area project lists and funding allocations for the ten (10) Program Areas presented in this plan. This action followed a six-month outreach and education program, during which VTA staff presented information about VTP 2030 at Board Workshops and open house meetings throughout the County, as well as through an interactive Web site. Following the Board's April action, a draft was developed and circulated for further comment during Fall 2004. The projects listed in VTP 2030 were submitted to MTC for inclusion in the Regional Transportation Plan (T2030). The VTA Board of Directors adopted VTP 2030 in its February 2005 meeting.

Purpose and Basis

VTP 2030 is a plan. It is intended to provide a planning framework for developing and delivering transportation projects and programs over the next 25 years (2005 to 2030). It outlines the programs and projects the VTA Board would like to see implemented within the timeframe of the plan, and for which the VTA Board may want to pursue state and/or federal funds.

VTP 2030 identifies existing and future transportation-related needs, considers all travel modes, links land use and transportation planning and decision-making, and identifies what can be accomplished with the projected available funding for projects and programs. VTP 2030 does not include schedules for project implementation and does not make assumptions regarding financing costs that may be needed to implement specific projects in specific years.

Key Elements

VTP 2030 provides a framework for making key transportation decisions, a plan for investing in our transportation system, and strategic direction for VTA’s involvement in land use and other livability issues. The Plan considers ten (10) Program Areas:

  • Highways
  • Expressways
  • Local Streets and County Roads
  • Pavement Management
  • Sound Mitigation
  • Landscape Restoration & Graffiti Removal
  • System Operations Management (SOMS)/
        Intelligent Transportation System (ITS)
  • Transit
  • Bicycles
  • Livable Communities and Pedestrians

Revenue projections and project cost estimates presented in the Plan are shown in 2003 dollars to be consistent with State and Federal revenue projections provided by Metropolitan Transportation Commission (MTC) and with project cost estimates developed in 2003.
