Welcome to Santa Clara Valley Transportation Authority’s (VTA) Business Diversity Programs!
VTA’s Business Diversity Programs include the Disadvantaged Business Enterprise (DBE) Program for federally funded projects, the Small Business Enterprise (SBE) Program for state funded projects and the Minority, Women, Disabled Veterans and LGBT Business Enterprise Programs for locally funded projects. Through these diversity programs VTA assists certified businesses seeking construction, purchasing and professional services contracts.
- VTA’s Disadvantaged Business Enterprise Triennial Goal
In accordance with US Department of Transportation (USDOT) Federal Regulation 49 CFR Part 26.45, Santa Clara Valley Transportation Authority (VTA) has produced its Disadvantaged Business Enterprise (DBE) agency goal for *federal fiscal years 2017, 2018, and 2019. The three year proposed DBE agency goal is 13.00%. Details about the VTA’s FFY 2017-2019 DBE overall goal and methodology by which it was developed is available for review by the public for 30 days beginning June 1, 2016 and ending July 1, 2016, by clicking here.
VTA obtained public comments from April 12, 2016 through May 26, 2016. Information pertaining to the preliminary DBE goal and the description of how it was developed were presented at the April 12, 2016 and May 3, 2016 Public Meetings. Those presentations are available below:

The Santa Clara Valley Transportation Authority, San Mateo County Transit District, and Peninsula Corridor Joint Powers Board (Agencies) have retained Mason Tillman Associates, Ltd. to conduct a joint DBE Contract Availability and Utilization Study (Study).
