Draft Environmental Document for I-280/Winchester Boulevard Interchange Improvements Project Now Available

The Draft Environmental Impact Report (EIR)/Environmental Assessment (EA) for the I-280/Winchester Boulevard Interchange Improvements Project is now available for public review and comments. The California Department of Transportation (Caltrans), in cooperation with the Santa Clara Valley Transportation Authority (VTA) and the City of San José, proposes to modify the existing I-280/Winchester Boulevard interchange by constructing a new tunnel off-ramp from northbound I-280 toward Winchester Boulevard.

The Project would also construct a new direct connector ramp from northbound SR-17 to northbound I-280 and would replace the existing Monroe Pedestrian Overcrossing. The purpose of the Project is to improve traffic operations on the local roadways, improve bicycle and pedestrian access and transit connectivity, and improve access from northbound I-280 in the project area.

Printed copies are also available to read at the VTA Administrative Office, Building B Lobby, 3331 North First Street, San Jose, CA 95134, and at the Bascom Branch Library, 1000 S. Bascom Avenue, San Jose, CA 95128.

The public’s input on the Draft EIR/EA is requested. Comments must be received by 5:00 pm on Friday, September 8, 2023. Comments may be submitted by email to 280-winchester@vta.org or by mail to Caltrans, District 4-Office of Environmental Analysis, Attn: Charles Winter, P.O. Public Meeting

Community members are invited to attend a public meeting on Monday, August 14, from 6:00 pm to 7:30 pm at the Cypress Community & Senior Center (403 S. Cypress Avenue, San Jose). A project presentation will be given, followed by an open house for the public to ask questions and provide comments. Registration is encouraged, but not required. Register directly through Eventbrite.
