It’s that time of year again! VTA staff have been looking ahead to what’s next for public transit in Santa Clara County by putting together the draft for next year’s annual service plan. The 2026 Transit Service Plan is VTA’s fourth annual plan since the 2019 Next Network redesign. This year’s plan is all about keeping you informed and ensuring your voice is heard.

Although there is a difficult budgeting season ahead, VTA remains committed to maintaining current service levels. That means no service cuts are proposed for 2026. VTA’s top priority continues to be delivering reliable transit service while minimizing impacts on riders. However, “traffic inflation”, or the increasing congestion that slows down buses, takes more resources—like drivers, vehicles, and service hours—just to maintain the same level of reliability. This ongoing challenge limits how much we can change or expand service.

Because of those constraints, the draft 2026 Transit Service Plan proposes very few changes from the adopted 2025 Transit Service Plan. Proposed changes include:

• Changing the endpoint of Route 59 to serve the Santa Clara Valley Medical Center campus instead of Saratoga & Stevens Creek in Santa Clara.
• Discontinuing Express Route 121 due to loss of employer sponsorship on the route.
• Keeping Rapid Route 523 at today’s conditions (i.e. 20-minute weekday frequencies).
