How were the Phase I and Phase II alignments and station locations determined? Can the alignment or station locations change?

A Major Investment Study, completed by VTA in 2001, evaluated 11 different combinations of transit alternatives and alignments for the I-880 and I-680 corridors. BART was identified with the currently planned alignment as the best alternative as it generated the most ridership in the analysis. The VTA Board of Directors adopted the general alignment and station locations with the 2004 Environmental Impact Report, and voters have supported the project with three sales tax measures.
