Our Procurement Strategy
VTA ACCESS’ strategy for vehicle procurement is to maintain and modernize the ACCESS Paratransit fleet to ensure safe, reliable, and accessible transportation services for eligible riders. The fleet consists of a variety of vehicles for operational efficiency and sustainability.
Phased Implementation Plan
VTA is implementing a phased vehicle procurement strategy to gradually achieve its target fleet size while maintaining operational efficiency and fiscal responsibility.
Based on feedback from the Committee on Transportation Mobility and Accessibility (CTMA) and the community, VTA will be purchasing vehicles from 2025 through 2030. The agency aims to reach a final fleet size of 240 vehicles with a spare ratio target of 20% by 2030 to ensure room for service growth, reliability, reduce downtime, and meet peak service demand.
These are the planned fully funded procurements for 2026 and 2027 and estimated delivery dates. Staff will actively seek federal grant opportunities through the Federal Transit Administration (FTA) and submit funding requests in upcoming VTA Biennial Budget under the Capital Project Allocation process to support additional vehicle acquisitions until we meet the goal of 240 vehicles by 2030.

Fleet procurement timelines and specifications may be modified depending on multiple variables such as feedback from riders, ridership data, funding availability, and evolving vehicle technology.
Planned Future Procurement
Planned procurements include a mix of vehicle types tailored to meet the evolving needs of the ACCESS Paratransit program. This includes cutaway vehicles, low-floor accessible minivans and ProMaster 3500 to enhance service flexibility, improve boarding efficiency, and ensure compliance with ADA requirements.
