VTA in Partnership with the 2020 Census

To encourage broad participation in the 2020 Census, the City of San Jose Office of Cultural Affairs and VTA invite Santa Clara County college students to submit original poster designs around the Everyone Counts 2020 Census theme.

The Everyone Counts theme is a radical approach to inclusivity: if you reside either permanently or temporarily in Santa Clara County, regardless of your citizenship status, regardless of whether or not you own a home, regardless of your age, racial or ethnic origins, sex, sexual orientation, religious affiliation, or disability, if you are here you deserve to be counted!

A panel of experts will review eligible design submissions and up to 5 designs will be selected to run as 2020 Census advertisements on VTA operated buses, trains, and other VTA media platforms.

The purpose of this design contest is to:

  • Educate and motivate people living in Santa Clara County to take part in the 2020 Census.
  • Engage local college students around the 2020 Census and provide professional development training.

About the Poster Contest

Up to 5 artworks will be selected as finalists to be reprinted as 2020 Census posters. Artists will receive an honorarium of $750 if their design is selected for reproduction. Up to 5 artworks may be selected for honorable mention.

The artworks selected as finalists will be reviewed by program staff to ensure compliance with VTA advertising policy and print quality requirements. Pending final review, the selected artworks will be reproduced in a variety of formats on VTA real estate. Some designs may be better suited to some formats and not all designs will run in all formats.

The list of potential formats includes:

  • Bus or Light Rail Queen Size Poster (88” w x 30” h)
  • Light Rail Station Poster (22” w x 28” h)
  • Light Rail Station Digital Signs (1920 x 280 px)
  • Bus Shelter Poster (48” w x 69” h)
  • Car Cards (28” w x 11” h)
  • Bus Bench Ads (144” w x 29” h)
  • Big Belly Cans (18” w x 30” h)

Design Guidelines

Designs should appeal to a diverse public and provide information on the multiple ways to complete the 2020 Census including online, by phone, by mail, or via in person visit with Census worker.

All designs must incorporate the following:

Additional text may be considered, but is not required. The city and VTA must approve all additional translations. In general, graphics are preferred to text.

Each design submission must include a horizontal (3:1 ratio), vertical (2:3 ratio), and square (1: 1 ratio) format. Some layout adjustments may be requested to the design, if selected, to accommodate VTA display formats so a flexible design format is encouraged. For the initial design selection, images must be submitted as a jpg and may not exceed 5 MB. Should your

design be selected, a vector image with a resolution of at least (300dpi) in a horizontal format (88”w x 30”h), vertical format (48”w x 69”h) and square format (dimensions 50” x 50”) will be required to print. If a high resolution vector file is not available, the artwork will not be printed and one of the honorable mention designs will be selected in its place.

If selected as a finalist, logos for the City of San Jose and VTA will be provided.

  • Artistic Quality and Professionalism
  • Ability of design to be adapted to multiple formats
  • Bilingual designs are encouraged (using text provided)
Eligibility
  • Applicant must be currently enrolled at a public or nonprofit college or university in Santa Clara County, including De Anza College, Evergreen Valley College, Foothill College, Gavilan College, Mission College, San Jose City College, San Jose State University, Santa Clara University, Stanford University, and West Valley College.
  • Applicant must be at least 18 years of age as of November 21, 2019.
  • Artwork must be the original work of the applicant (i.e. no copies of cartoons or artwork created by other people, including photographs).
  • Only one submission per individual. If a team or group of individuals submits a design, the individual members of the group cannot submit additional designs as an individual or as members of another group.
  • Only complete submissions in the specified format will be reviewed. A complete submission includes a signed release form allowing VTA and the City of San Jose to reproduce artwork.
  • Designs must be non-partisan and adhere to VTA’s advertising policy, which prohibits the use of demeaning or disparaging content, profanity, violence, unlawful goods or services, unlawful conduct, obscenity or nudity, prurient sexual suggestiveness, “adult” goods or services, promotion of alcohol, firearms, tobacco or marijuana sales, content that is false or misleading, defamatory, political, religious, or adverse to VTA. Please see VTA Advertising Policy CS-PA-PL-2016 Version 02, Section 4.3 for more details.

How to Apply

Applications are due by 11:59 PM PST on Thursday, November 21, 2019.

To apply, applicant must complete their submittal for the 2020 Census Poster Contest online through CaFE (www.callforentry.org). You will need to register as an artist, log in and complete a short application form including waiver and upload your design as a 5 MG jpg in a horizontal, vertical, and square format. This contest is listed on CaFE as “2020 Census Poster Contest”.

Review Process

After an eligibility review by staff, eligible submissions will then be reviewed by panel consisting of arts professionals and representatives from the City of San Jose, Santa Clara County, and VTA.

The panel will recommend up to 5 designs for printing as posters and up to 5 designs as honorable mention. If any of the designs recommended for printing do not meet the technical standards for quality reproduction, a design will be selected from the honorable mention list to replace it.

Selections will be made on a competitive basis. Please note that not all designs will be selected.

Timeline

  • August 30, 2019: Guidelines Released
  • September/October 2019: In Classroom Presentations
  • November 21, 2019: Artwork Submission Deadline at 11:59 PM
  • December 13, 2019: Notification of Selected Artworks
  • December 20, 2019: High resolution artwork due for selected designs
  • Late February 2020: Artwork Installed
  • March 2020: Award ceremony

About the 2020 Census

Every 10 years, the U.S. Census Bureau sets out to count every person living in the United States — regardless of age, citizenship status, and gender. Getting the 2020 Census right is important for all our communities — particularly those most likely to be undercounted.

Census data impact us every day. Businesses such as banks and financial institutions, utility companies, health care companies, retailers, and manufacturers rely on accurate census data to track consumer behavior and make strategic and operational decisions. Census data determines political representation and federal funding for critical programs that support education, housing, transportation, social and emergency disaster relief services. The census survey is short and on average takes about 10 minutes to complete it.

Starting in March 2020, people will be able complete the census over the internet, by telephone, by mail (paper survey) or via in-person visits from Census workers. Information collected is confidential and protected by federal laws, and can only be used to produce statistics. For more information about the 2020 Census, visit www.2020census.gov
