Public Engagement
Whether it’s ensuring that timely and accurate information is accessible for the public, joining community meetings or events, or knocking on doors to inform neighbors about upcoming construction, the BSV External Affairs team is the liaison for Phase II public engagement for Santa Clara County residents.
The guiding work for Phase II community engagement is the Construction Education and Outreach Plan (CEOP). This plan guides public awareness and engagement throughout the life of the project and is done in stages that reflect the activity on Phase II. Included in the outreach plan are the following:

Community Working Groups
Community Working Groups (CWGs) were initially created when VTA's BART Silicon Valley Program was a 16-mile extension into Santa Clara County. In 2009, the project was split into two phases and beginning in 2015, CWGs resumed for the Santa Clara, 28th Street/Little Portugal, and Downtown-Diridon station areas. Each CWG member has been appointed to represent the unique constituencies that live, work and play near the stations. Their role is to disseminate information to the stakeholders near each station area and to give feedback to the project team.
Community Working Groups meet quarterly.

VTA Board of Directors
The Santa Clara Valley Transportation Authority (VTA) Board of Directors sets Santa Clara County's bus, rail and highway policy. The Board has 12 voting members, six alternate Board members, and one ex-officio member. All Board members are elected officials appointed to serve on the VTA Board by the councils of the cities or towns they represent. The VTA Board of Directors meets on the first Thursday of every month at 5:30 p.m.
Small Business Task Force
VTA is ensuring businesses near the Phase II Project have a voice leading up to and during construction. Starting in Fall 2019 and continuing through construction, VTA has convened a Small Business Task Force to:
- Act as points of contact for the business community leading up to and through construction
- Receive and relay updates to the business community and relevant stakeholders on the Phase II Project resources that may be available to business owners
- Provide VTA with real-time feedback from small businesses along the Phase II Project corridor
- Inform the Small Business Resource Study
- Provide feedback on VTA's proposed Business Resource Program
