Bridging the Gap for Cyclists and Pedestrians Crossing Santa Clara County’s Freeways

VTA’s Across Barrier Connections (ABC) Plan is studying how people walk and bike across Santa Clara County’s freeways. By evaluating infrastructure like overpasses, underpasses, and interchanges, the plan identifies where safety and connectivity can be improved. 

Through community engagement, the project team is identifying potential concerns by gathering public feedback on freeway travel experiences, specifically regarding existing burdens and necessary improvements.

Have a few areas of concern? Let the project team know at the community workshop hosted online. The team will share an overview, present a historic analysis of the region’s freeways, and have a dedicated section where the public can share their concerns and priorities. The meeting will be facilitated in English. Interpretation is available upon request by Friday, April 17, 2026.

Unable to attend the workshop? There’s an online survey that focuses on identifying where new or improved walking and biking connections across local freeways would benefit community members most. Please take a few minutes to share your experiences related to access, safety, and environmental conditions near freeways.  The survey is available in Spanish,Vietnamese, & Mandarin. 

After the engagement process for this phase is over, the project team will analyze the data and actively work to refine locations of priority. The final plan will feature a prioritized project list, conceptual designs for five key locations, and a clear strategy to move these improvements from vision to reality.
