California’s Clean Air Vehicle (CAV) decal program comes to an end this September, and with that comes the end of discounted tolls on Silicon Valley Express Lanes for solo drivers. Beginning October 1, CAVs must meet the posted occupancy requirements for traveling in HOV lanes or risk receiving a citation.
Vehicles with two riders will continue to receive a 50% discount on Silicon Valley Express Lanes. Vehicles with three or more riders travel toll-free. VTA continues to encourage commuters to carpool when possible.
In the last fiscal year, approximately two percent of all vehicles on VTA’s SR 237 and US 101/SR 85 Express Lanes were identified as CAVs.
Drivers with FasTrak CAV toll tags do not need to trade-in or order a new device. Older transponders will begin charging the full price on the morning of October 1, 2025.
