Monterey Corridor Community-Based Transportation Plan

In January 2022, the Santa Clara Valley Transportation Authority (VTA) through funding from the Metropolitan Transportation Commission (MTC), initiated a Community-Based Transportation Plan in partnership with the City of San Jose. The transportation plan is focused on improving mobility options within the designated project boundaries along Alma Avenue to the north and Blossom Hill to the south, approximately 5.8 miles long, with an emphasis on disadvantaged communities.

The plan brings residents, community organizations, and transportation agencies together to identify low-income neighborhoods' most important transportation challenges and develop strategies to overcome them.

The resulting transportation plan will be an essential tool for helping VTA and the community proactively pursue projects when funding becomes available. Projects in the final plan can address important issues, including, but not limited to bicycle and pedestrian connectivity, public transportation amenities, local roads & streets improvement, and integration of technology with transportation.

The plan will include: 

  • Demographic analysis of the area
  • List of community-prioritized transportation needs
  • Strategies or solutions to address these needs
  • Identify possible funding sources
  • List of stakeholders to implement the plan
  • Documented results of community outreach strategies

Steering Committee

The Monterey Corridor Community-Based Transportation Plan Steering Committee is a 10-person committee that provides input throughout the Community-Based Transporation Plan process. The Steering Committee will meet 4-5 times over the life of the project. The members of the Steering Committee are:

  • Office of County Supervisor Cindy Chavez
  • Office of City of San Jose Councilmember Sergio Jimenez
  • City of San Jose Department of Transportation
  • Sacred Heart Community Service
  • Catholic Charities of Santa Clara County
  • Franklin-McKinley School District
  • Alma Senior Center
  • Edenvale Library Branch (San José Public Library)
  • San Jose State University

Community Engagement

VTA in partnership with the City of San Jose conducted various outreach including an online survey and hosted in-person community workshops in September and October 2022, to discuss the Monterey Road Corridor Community-Based Transportation Plan (CBTP), and find out what specific challenges the communities and business face regarding daily travels and what they think might help solve them

VTA and City of San Jose staff hosted two community meetings (May 17 & 18) to share comments and suggestions gathered during the first round of public meetings and the online survey. Meeting attendees learned more about the proposed improvements, asked questions, or provide comments. Spanish and Vietnamese translations were provided.

The results of the final Community-Based Transportation Plan will be an essential tool for VTA, the City of San Jose to pursue funding for implementing the recommended transportation improvements
